As my mandate as Judge of the Constitutional Court of the Republic of Latvia,
and consequently as its President, approaches its conclusion, I hereby inform you that my last day in office will be August 1 8 of this year.
I would like to express my deep appreciation and gratitude to you and your
esteemed Court for unwavering support and promotion of our international
dialogue. Cooperation between our courts is an essential foundation for
strengthening democracy, the rule of law, and the protection of fundamental rights and human dignity both in Europe and globally.
Throughout these years, our partnership has provided a valuable platform for
generating new ideas regarding constitutional values. Our international dialogue
has ensured that the legal discourse remains at the forefront of jurisprudential
exchange in Europe and worldwide. I am confident that our mutual cooperation
has facilitated sharing of experiences, accumulation of knowledge, and
engagement in constructive discussions on current issues and challenges.
Together, we have highlighted the significance of peace and security through
active participation in the World Conference on Constitutional Justice, the
Conference of European Constitutional Courts, and the Venice Commission. I
firmly believe that our constitutional courts will continue to play a crucial role in enhancing the international community’s comprehension of fundamental principles, which are essential for reinstating international legal order, securing a just peace, and holding accountability for crimes committed by aggressor states.
The persistent conflicts underscore the profound impact of local indifference on global stability. It is incumbent upon us to ensure that the course of affairs is determined by the rule of law. Democracy, which requires continual vigilance and enhancement, is not a static state but an ongoing process that must be upheld and transmitted to future generations — not solely to legal professionals but to all citizens. I envision a future Europe where our lives are governed by the Constitution and the rule of law, rather than by weapons or undemocratic influences.
I am confident that our courts, as guardians of the rule of law, democracy, security, peace, and shared European values, will remain vigilant in safeguarding the future. As we advance in safeguarding and ensuring the sustainability and protection of fundamental rights for future generations. I trust that the positive momentum and fruitful exchange of ideas fostered by our cooperation will continue to inspire us. It is my hope that year after year, an increasing number of citizens in our countries will perceive our courts as truly theirs — accessible to all, receptive to diverse voices, and dedicated to meaningful dialogue.
I look forward to our future engagements in various formats of cooperation and dialogue. Please accept my heartfelt appreciation and the assurances of my highest respect for you, the Justices, and all the employees of your esteemed Court.
