The Director-General of the World Health Organization (WHO) presents his compliments to Member States and regional economic integration organizations, and has the honour to inform them that in accordance with resolution WHA65.19 (2012), establishing a Member State mechanism on substandard and falsified (SF) medical products, the thirteenth meeting of the mechanism will take place from 20 to 22 November 2024, virtually and in Geneva, Switzerland.
The meeting will be held in a hybrid format and will open at 10:00 (CET) on Wednesday, 20 November 2024. The working hours will be 10:00–12:30 (CET) and 14:00–16:00 (CET) each day.
In order to participate, delegations are requested to register for the meeting in the INDICO registration system using the following link: https://indico.un.org/e/13thMSM_November2024. The INDICO registration system has a two-step authentication process requiring users to enter more than the conventional password to gain access to the system securely. Users will be asked to enter a password and verify their identity through a verification link in an email sent to the email address/user ID provided at login.
Member States are encouraged to include in their delegations members with expertise in national health and medical products regulatory matters.
Registration includes submitting in INDICO a copy of the credential with the composition of the respective delegation, with details as follows:
• The credentials should be in the form of a note verbale or letter and be issued by the Head of State, the Minister for Foreign Affairs, the Minister of Health, or any other appropriate authority, i.e. Permanent Missions and senior government officials, such as Directors-General for Health.
• Member States will be represented at the thirteenth meeting by not more than two delegates in person. (Due to space restrictions, each delegation may have two persons physically present in the meeting room at WHO headquarters in Geneva, Switzerland).
• Credentials should include the following information for each participant: LAST NAME (in capital letters), first name, title, function, institution, city, gender (unless indicated in title).
• The credentials should clearly indicate the delegates (up to two) registering to attend the meeting in person and/or delegates participating virtually (no limit on numbers).
• Registrations without credentials cannot be approved.

Registration will be open from 16 August 2024 and should be completed no later than

All registered delegates will receive a personalized Zoom link to access the virtual platform.
Documentation for the Member State mechanism meeting will be available at the following link: https://apps.who.int/gb/SF/ as soon as available in all six official languages.
There will be an opportunity for Member States to test their connections on Monday, 18 November using the same personalized Zoom link sent to them for the thirteenth meeting.
The Steering Committee of the Member State mechanism will meet on Tuesday, 19 November 2024. Member States will have the opportunity to observe the meeting of the Steering Committee through electronic means. The instructions for registration and link to the session will be sent in advance of the meeting. This will be a different link to the one provided for the thirteenth meeting of the mechanism.
On the margins of the Steering Committee and mechanism meetings, five informal technical meetings are being organized as side events. These will be hybrid meetings and one Zoom link will be provided for the five sessions. Registration for a Zoom link for these sessions can be made in advance at the following link:

These informal technical meetings will cover:
1. Unpacking the WHO Member State mechanism on substandard and falsified medical products: ensure the audience gains a comprehensive understanding of what the mechanism is, how and why it started, the scope and objectives – Friday, 15 November from 12:30 to 14:00. This will be an online meeting and open to all Member States.
2. Improve Member States’ understanding and uptake of technologies to screen and detect substandard and falsified medical products (presentations and discussions on technology development and use). This topic is linked to Activity C – Tuesday, 19 November from 14:00 to 15:00. This will be a hybrid meeting and open to all Member States.
3. Effective risk communication and awareness strategies for tackling substandard and falsified medical products: case studies from Member States. This topic is linked to Activity E – Tuesday, 19 November from 15:30 to 16:30. This will be a hybrid meeting and open to all Member States.

世界卫生组织（世卫组织）总干事向各会员国和区域经济一体化组织致意，并荣幸
地通知，根据 WHA65.19 号决议（2012 年）设立的伪劣医疗产品问题会员国机制第十三
次会议将于 2024 年 11 月 20 日至 22 日以虚拟方式并在瑞士日内瓦举行。
会议将以混合方式举行并于 2024 年 11 月 20 日（星期三）10:00（欧洲中部时间）开
幕。工作时间为每天 10:00-12:30（欧洲中部时间）和 14:00-16:00（欧洲中部时间）。

位、城市、性别（已在称谓中表明者除外）。
• 全权证书应明确说明注册亲临现场参会的代表（最多两名），以及/或以虚拟方
式参会的代表（人数不限）。
• 没有随附全权证书的注册无法获得批准。

The Director-General of the World Health Organization (WHO) presents his compliments to Member States and regional economic integration organizations, and has the honour to inform them that in accordance with resolution WHA65.19 (2012), establishing a Member State mechanism on substandard and falsified (SF) medical products, the thirteenth meeting of the mechanism will take place from 20 to 22 November 2024, virtually and in Geneva, Switzerland.
The meeting will be held in a hybrid format and will open at 10:00 (CET) on Wednesday, 20 November 2024. The working hours will be 10:00–12:30 (CET) and 14:00–16:00 (CET) each day.
In order to participate, delegations are requested to register for the meeting in the INDICO registration system using the following link: https://indico.un.org/e/13thMSM_November2024. The INDICO registration system has a two-step authentication process requiring users to enter more than the conventional password to gain access to the system securely. Users will be asked to enter a password and verify their identity through a verification link in an email sent to the email address/user ID provided at login.
Member States are encouraged to include in their delegations members with expertise in national health and medical products regulatory matters.
Registration includes submitting in INDICO a copy of the credential with the composition of the respective delegation, with details as follows:
• The credentials should be in the form of a note verbale or letter and be issued by the Head of State, the Minister for Foreign Affairs, the Minister of Health, or any other appropriate authority, i.e. Permanent Missions and senior government officials, such as Directors-General for Health.
• Member States will be represented at the thirteenth meeting by not more than two delegates in person. (Due to space restrictions, each delegation may have two persons physically present in the meeting room at WHO headquarters in Geneva, Switzerland).
• Credentials should include the following information for each participant: LAST NAME (in capital letters), first name, title, function, institution, city, gender (unless indicated in title).
• The credentials should clearly indicate the delegates (up to two) registering to attend the meeting in person and/or delegates participating virtually (no limit on numbers).
• Registrations without credentials cannot be approved.

Registration will be open from 16 August 2024 and should be completed no later than

The Steering Committee of the Member State mechanism will meet on Tuesday, 19 November 2024. Member States will have the opportunity to observe the meeting of the Steering Committee through electronic means. The instructions for registration and link to the session will be sent in advance of the meeting. This will be a different link to the one provided for the thirteenth meeting of the mechanism.
On the margins of the Steering Committee and mechanism meetings, five informal technical meetings are being organized as side events. Le Directeur général de l’Organisation mondiale de la Santé (OMS) présente ses compliments
aux États Membres et aux organisations d’intégration économique régionale et a l’honneur de les informer qu’en application de la résolution WHA65.19 (2012) portant création d’un dispositif des États Membres concernant les produits médicaux de qualité inférieure et falsifiés, la treizième réunion du dispositif aura lieu du 20 au 22 novembre 2024, en ligne et à Genève (Suisse).
La réunion, qui se déroulera selon des modalités hybrides, s’ouvrira le mercredi 20 novembre 2024 à 10 heures (HEC). Les séances auront lieu chaque jour de 10 heures à 12 h 30 (HEC) et de 14 heures à 16 heures (HEC).
Pour participer, les délégations doivent s’inscrire à la réunion à l’aide du système INDICO, à l’adresse https://indico.un.org/e/13thMSM_November2024. L’accès sécurisé à ce système est soumis à une double authentification. L’utilisateur doit entrer un mot de passe puis confirmer son identité à l’aide d’un lien de vérification qui lui sera envoyé à l’adresse de courriel utilisée pour la connexion.
Les États Membres sont encouragés à intégrer au sein de leur délégation des experts des questions de réglementation des produits médico-sanitaires au niveau national.
L’inscription sur INDICO doit être accompagnée d’une copie des pouvoirs et de la composition de la délégation. Il est à noter que :
• Les pouvoirs doivent être présentés sous la forme d’une note verbale ou d’une lettre
établie par le Chef de l’État, le Ministre des affaires étrangères, le Ministre de la santé
ou toute autre autorité compétente (mission permanente ou haut fonctionnaire, par
exemple le Directeur général de la santé).
• Deux représentants par État Membre, au maximum, pourront assister en présentiel à la
treizième réunion. (Faute de place, seules deux personnes par délégation pourront être
physiquement présentes dans la salle de réunion au Siège de l’OMS à Genève (Suisse).)
• Les pouvoirs doivent comporter les informations suivantes pour chaque participant :
NOM DE FAMILLE (en lettres capitales), prénom, titre, fonction, institution, ville,
genre (sauf s’il est explicite dans le titre).
• Les pouvoirs doivent indiquer clairement quels sont les délégués inscrits pour assister à
la réunion en présentiel (deux au maximum) et/ou les délégués qui participent en ligne
(nombre non limité).

se tiendra sous forme hybride et sera ouverte à tous les États Membres.
3. Stratégies efficaces de sensibilisation et de communication sur les risques visant à
remédier au problème des produits médicaux de qualité inférieure et falsifiés : études
de cas des États Membres. Ce sujet est lié à l’activité E – mardi 19 novembre de
15 h 30 à 16 h 30. Cette réunion se tiendra sous forme hybride et sera ouverte à tous les
États Membres.
4. Détecter et évaluer les sites Web soupçonnés de faire la publicité de produits médicaux
de qualité inférieure et falsifiés ou de fournir de tels produits : démonstration d’outils
permettant d’automatiser le triage des sites Web soumis à l’examen des autorités de
réglementation. Ce sujet est lié à l’activité G – mercredi 20 novembre de 16 h 30 à

Генеральный директор Всемирной организации здравоохранения (ВОЗ) свидетельствует свое уважение государствам-членам и региональным организациям экономической интеграции и имеет честь сообщить, что в соответствии с резолюцией WHA65.19 (2012 г.) о создании Механизма государств-членов по некондиционной и фальсифицированной медицинской продукции (НФМП) в период с 20 по 22 ноября 2024 г. пройдет тринадцатое совещание Механизма, которое будет работать одновременно в виртуальном формате и в Женеве, Швейцария.
Совещание пройдет в гибридном формате и откроется в 10:00 (по центральноевропейскому времени) в среду, 20 ноября 2024 г. Часы работы совещания: ежедневно с 10:00 до 12:30 и с 14:00 до 16:00 (по центральноевропейскому времени).
Для участия в работе совещания делегатам необходимо будет пройти процедуру регистрации в системе INDICO по гиперссылке https://indico.un.org/e/13thMSM_November2024. Система регистрации INDICO предусматривает двухэтапную процедуру аутентификации, в рамках которой для безопасного входа в систему от пользователя требуется ввод не только традиционного пароля. После ввода пароля пользователям будет предложено перейти для подтверждения личности по проверочной ссылке, которая будет выслана на адрес электронной почты, указанный при входе в систему.
Государствам-членам предлагается включить в состав своих делегаций специалистов в области регулирования лекарственных средств и товаров медицинского назначения на национальном уровне.
В ходе регистрации в системе INDICO необходимо будет загрузить копию документа о полномочиях делегации с указанием ее состава; документ о полномочиях должен отвечать следующим требованиям.
• Документ о полномочиях должен иметь форму вербальной ноты или письма за подписью главы государства, министра иностранных дел, министра здравоохранения, руководителя другого соответствующего органа, такого как постоянное представительство, или иного высшего должностного лица, например руководителя департамента здравоохранения.
• Принять участие в работе тринадцатого совещания в формате личного присутствия смогут не более двух делегатов от каждого государства-члена. (Ввиду ограниченной вместимости зала совещаний в штаб-квартире ВОЗ в Женеве, Швейцария, от каждой делегации могут лично присутствовать по два представителя).

• Документ о полномочиях должен содержать следующую информацию о каждом
члене делегации: ФАМИЛИЯ (заглавными буквами), имя, форма обращения, должность, организация, город, пол (если не отражен в форме обращения).
• В документе о полномочиях должны быть четко указаны делегаты, которые регистрируются для участия в совещании в формате личного присутствия (не более двух делегатов), и/или делегаты, которые будут участвовать в работе в виртуальном формате (без ограничения числа).
• Заявки на регистрацию без представления документа о полномочиях не принимаются.
Регистрация участников откроется 16 августа 2024 г. и должна быть завершена не позднее 11 ноября 2024 г. Со всеми вопросами по процедуре регистрации просьба обращаться на адрес электронной почты [email protected].

El Director General de la Organización Mundial de la Salud (OMS) presenta sus respetos a los Estados Miembros y a las organizaciones de integración económica regional y tiene el honor de informarles de que, de conformidad con la resolución WHA65.19 (2012), por la que se establece un Mecanismo de Estados Miembros sobre productos médicos de calidad subestándar y falsificados, la decimotercera reunión del Mecanismo tendrá lugar del 20 al 22 de noviembre de 2024 en Ginebra (Suiza) y en modalidad virtual.
La reunión, que se celebrará en formato híbrido, dará comienzo a las 10.00 horas (hora de Europa Central) del miércoles 20 de noviembre de 2024. Los horarios de trabajo serán cada día de 10.00 a 12.30 horas y de 14.00 a 16.00 horas (hora de Europa Central).
A fin de asistir a la reunión, se ruega a las delegaciones que se inscriban en el sistema de inscripción INDICO a través del siguiente enlace: https://indico.un.org/e/13thMSM_November2024. Para completar el proceso seguro de autenticación en dos pasos, cada usuario deberá introducir su contraseña habitual en el sistema de inscripción INDICO y confirmar su identidad a través de un enlace que se le enviará a la dirección de correo electrónico (o el identificador de usuario) que haya proporcionado al iniciar sesión.
Se alienta a los Estados Miembros a que incluyan en sus delegaciones a personas con conocimientos especializados en materia de salud nacional y reglamentación de productos médicos.
Además, para inscribirse se deberá enviar a través de INDICO una copia de la credencial con la composición de la delegación de que se trate, siguiendo estas instrucciones:
• Las credenciales, que se han de presentar en forma de carta o de nota verbal, las ha de emitir el Jefe de Estado, el Ministro de Relaciones Exteriores, el Ministro de Salud o cualquier otra autoridad competente, por ejemplo, las misiones permanentes o altos funcionarios como los directores generales de salud.
• Los Estados Miembros estarán representados en la decimotercera reunión por un máximo de dos delegados en persona (debido a las limitaciones de espacio, cada delegación podrá enviar a dos personas para que estén presentes físicamente en la sala de reuniones de la Sede de la OMS en Ginebra (Suiza)).
• En las credenciales deberán figurar los siguientes datos relativos a cada participante: APELLIDO(S) (en mayúsculas), nombre, tratamiento, función, institución, ciudad y género (a no ser que ya esté indicado en el tratamiento).
• Además, en las credenciales deben indicarse claramente los delegados que se inscriben para asistir en persona a la reunión (como máximo, dos) y aquellos que asistirán virtualmente (sin límite de participantes).
• No se podrá realizar la inscripción sin credenciales.

El Comité Directivo del Mecanismo de Estados Miembros se reunirá el martes 19 de noviembre de 2024. Los Estados Miembros tendrán la oportunidad de seguir la reunión del Comité Directivo por medios electrónicos. 2. Mejorar, entre los Estados Miembros, los conocimientos y el uso de las tecnologías y metodologías de examen y detección de los productos médicos de calidad subestándar y falsificados (ponencias y debates sobre el desarrollo y el uso de tecnologías). Este tema está relacionado con la actividad C – martes 19 de noviembre, de las 14.00 a las 15.00 horas. Reunión híbrida abierta a todos los Estados Miembros.
3. Estrategias efectivas en materia de comunicación de riesgos y de sensibilización para atajar los productos médicos de calidad subestándar y falsificados: estudios de casos de los Estados Miembros. Este tema está relacionado con la actividad E – martes 19 de noviembre, de las 15.30 a las 16.30 horas. Reunión híbrida abierta a todos los Estados Miembros.
4. Detección y evaluación de sitios web que se sospecha publicitan/suministran productos médicos de calidad subestándar y falsificados: demostración de herramientas para automatizar y clasificar sitios web para su examen por los reguladores.
