There is no such thing an an activity license for the provision of telemedicine services. Telemedicine is just one part of an activity license and a legal body (registered in Estonia) must have the rooms and equipment and personnel to get that activity license.

I hope this message finds you well.



I am writing on behalf of Medon, a telemedicine platform based in Latvia and a registered medical institution, to inquire about any potential restrictions or requirements for offering remote consultations to patients in Estonia. As part of the European Union’s single market, we are eager to understand how we can extend our telemedicine services across EU member states, including Estonia.



At Medon, we provide a wide range of telehealth services, enabling patients to receive video consultations from various specialists. Many of our doctors are proficient in English and other languages, and we believe our services could benefit patients in Estonia by enhancing access to healthcare.



Specifically, we seek to understand the following:

  1. 1. Regulatory Requirements:

    • * Are there any specific regulations or requirements we need to comply with to provide telemedicine services in Estonia, taking into account the EU single market principles?

    1. 2. Doctor Registration:

      • * Do our doctors need to be registered with any particular medical board or authority in Estonia to offer remote consultations via a Latvia-based platform? If so, could you provide details on the registration process?

      1. 3. Prescription Regulations:

        • * Is it correct that, given the recently established cross-border e-prescription data exchange, Estonian patients can use Latvia’s e-prescriptions at local pharmacies?

        1. 4. Data Protection and Privacy:

          • * Are there any additional data protection or privacy regulations in Estonia that we need to be aware of when handling patient information, apart from GDPR compliance?

          Your guidance on these matters would be greatly appreciated as we aim to ensure full compliance with Estonian regulations while offering our services. If your organisation is not the appropriate body for addressing these questions, I would be grateful if you could refer me to the relevant institution.
