Short International Programs (PIC) 2024 - INSP
Overview: The National Institute of Public Service (INSP), the leading French public institution for the recruitment and training of senior civil servants, offers 16 short international programs (PIC) in 2024, with 11 in French and 5 in English. These programs are designed for senior civil servants and aim to promote international cooperation.
Target Audience: These programs are intended for foreign civil servants, including executives of major public services or public enterprises, and candidates nominated by their administration. Applicants should hold a master’s degree or equivalent, or have responsibilities demonstrating equivalent capabilities. Proficiency in the language of instruction is required. Some programs may also accept private sector profiles related to the program themes.
Training Formats and Topics: The training includes conferences, seminars, round tables, case studies, simulations, and field visits. The programs cover a range of topics such as public policies, crisis management, sustainable development, leadership and management, digital transformation, anti-corruption, and diplomacy.
Admission Requirements: The application files will be sent by the INSP, using all the information and documents provided by the applicants on the registration portal. When registering on that portal, candidates must add the following additional documents to their application file:
• a detailed CV (in French or in English) • a copy of a diploma at least equivalent to a Bachelor degree • a photo ID (of portrait type) • a copy of a valid passport or a national identity card, • the additional profile information sheet (the template must be downloaded at the
start of registration) • the letter of introduction from the candidates' administration (the template must also
be downloaded at the start of registration). • Applications are evaluated by the French embassy and INSP.
Scholarship: A French government scholarship covering tuition and accommodation fees can be requested from the corresponding French embassy. If it is needed, Campus France handles accommodation bookings for participants, who receive an allowance proportional to their stay in France, based on €920 per month, with a deduction of €10.43 per night for accommodation. Training fees are covered by the scholarship.
