To reply Your request for acceptance SUPERFAST IX (IMO 9211509) survival craft launching appliances fall wires what are not original product owner(OEM) approved type-
Estonian Transport Administration initial approach is not to accept existing configuration.
Under Estonian flag the ship is certified as Passenger ship for international voyages and all regulations (according keel date) apply including LSA 1996 / CHAPTER VI / 6.1.2.3.
According to your letter- the wires are not rotation resistant wires, what is not in accordance with LSA 1996 requirement.
Also it has to be taken account that installed wires will cause deviation from original approved design and forces for bending the wire over wheels can be different (stiffness)
and powered winch motor capable of raising is not calculated for additional power needed.
Estonian Transport Administration has opinion that deviation from OEM approved type of fall wire can be used/have not to be changed, if Harding Safety gives permission for that.

Further to communication between Bureau Veritas and Company regarding launching appliances wires on board SUPERFAST IX; SUPERFAST IX is equipped with Harding launching appliances for life boats and rescue boats. As per OEM recommendation (attached to this email), launching appliances shall be equipped with original used and OEM approved fall wire. Wire currently used in launching appliances is 6x36 standard, not rotation resistant wire, as per OEM recommendations. Former Administration (Transport Canada) has accepted the arrangement as per OEM recommendations.
Hereby is ask for your kind consent to accept the existing configuration on board SUPERFAST IX, with regard to SOLAS regulation III/34 and notwithstanding paragraph 6.1.2.3 of the LSA Code , in case the launching appliance of a survival craft or rescue boat using falls and a winch does not cater for rotation resistant and corrosion resistant steel wire rope, to permit the falls not to be of rotation resistant and corrosion resistant steel wire rope, provided that the fall wire rope is in accordance with the specifications of the launching appliance of the survival craft or rescue boat and the recommendations of the manufacturer of the launching appliance.
