Leedu meretuulepargi projekti piiriülene

keskkonnamõju hindamine

Leedu on piiriülese keskkonnamõju hindamise konventsiooni (Espoo konventsiooni) alusel

teavitanud Eestit meretuulepargi kavandamisest.

Arendaja JSC „Ignitis renewables“ kavandab Läänemerre Leedu majandusvööndi põhjaossa

meretuuleparki kuni 55 tuulikuga. Ühe tuuliku planeeritav maksimaalne võimsus on 20 MW ning

maksimaalne tipukõrgus 350 m. Kirjale on lisatud Läti saadetud piiriülese mõju hindamise teade.

Kavandatava tuulepargi keskkonnamõju hindamise programmiga saab tutvuda

Kliimaministeeriumi kodulehel https://kliimaministeerium.ee/piir iulene-moju-

hindamine#piiriulese-moju-hind. Programmis kirjeldatakse kavandatavat tegevust ning esitatakse

info eeldatava piiriülese keskkonnamõju kohta.

Lähtuvalt Leedu määratud vastamistähtajast ootame hiljemalt 07.10.2024 põhjendatud arvamusi

selle kohta, kas Eesti peaks osalema Leedu meretuulepargi piiriülese keskkonnamõju hindamise

menetluses. Juhul, kui peate vajalikuks Eesti osalemist menetluses, on oodatud ka põhjendatud

arvamused selle kohta, milline oluline kahjulik piiriülene keskkonnamõju võib Eestile kaasneda,

et sellega saaks arvestada keskkonnamõju hindamise materjalide koostamisel.

NOTIFICATION REGARDING PROPOSED ECONOMIC ACTIVITY LISTED IN APPENDIX I TO THE ESPOO CONVENTION

As a country of origin under whose jurisdiction a proposed activity is envisaged to take place, the Republic of Lithuania hereby notifies Poland, Latvia, Estonia, Finland, Sweden, Denmark and Germany about proposed activities listed in Appendix I to the UN Convention on Environmental Impact Assessment in a Transboundary Context (hereinafter referred to as Espoo Convention) – a major installation for the harnessing of wind power for energy production (a wind farm).

Economic activity is proposed by a Lithuanian developer JSC “Ignitis renewables” comprises con- struction and operation of up to a maximum of 55 wind turbine generators (hereinafter – WTG) in the northern part of the Lithuania’s Exclusive Economic Zone in the Baltic Sea (hereinafter – EEZ), approximately 36.8 km from the shore, and a transmission system until connected to the general electricity system (transmission network).

The offshore wind park (hereinafter – OWF) is approx. 0.9 km from the Latvian EEZ, 69 km from the Swedish EEZ and almost 36 km from the Russian EEZ. The anticipated transboundary impacts will be thoroughly assessed during the EIA. Due to the continuous and rapid development of WTG technology, more powerful WTG models, potentially up to 20 MW, may be available at the time of construction. The height of an offshore WTG depends on factors such as the capacity and rotor diameter of the model selected, the wind class at the site, and the environmental conditions. The limits of the technical and physical characteristics of offshore WTGs to be assessed during the EIA are shown in the table below.

During the technical design phase, on the basis of the Developer’s data and the specified wind speed parameters, the most suitable physical and technical parameters of the WTGs, including their capacity, will be selected. All offshore WTGs will be connected by inter-array cables to the offshore substations, and from there export cables will connect the OWF to the existing onshore

substation and finally to the connection site of the 330 kV Darbėnai Switchyard, Kretinga district municipality, Darbėnai township, Žyneliai village 9. According to Lithuanian legislation offshore installations for the harnessing of wind power for energy production (wind farms) are subject to environmental impact assessment. Information on proposed activity, including available information on their possible transboundary impact is provided via link https://corpi.lt/~JurgitaS/Juros_PAV_programa_EN/.

Referring to Article 3.3 of the Espoo Convention and other relevant provisions of international and national legislation we kindly ask you to respond by October 15, 2024 at the latest by:

• acknowledging the receipt of the notification; • providing comments concerning the environmental impact assessment; • submitting any comments, you might receive from the public and relevant au-

thorities in your country; • indicating whether you intend to participate in the environmental impact assess-

ment procedures as a potentially affected country. Ministry of Environment of the Republic of Lithuania as the institution responsible for coordination of transboundary environmental impact assessment will collect information received from your country and will forward it to the developer of the project.

After finalising of transboundary consultations, the information about the results of environmental impact assessment will be presented to Lithuanian Environmental Protection Agency – the competent authority responsible for making the decision. The results of transboundary consultations will be reflected in the decision.
