Subject: Funding request for participants’ travel for the conferences of the Parties to the Basel, Rotterdam and Stockholm Conventions, to be held back-to-back, from 28 April to 9 May 2025, in Geneva, Switzerland, and in support of the regional preparatory meetings for the 2025 meetings of the conferences of the Parties to the Basel, Rotterdam and Stockholm Conventions. Dear Sir/Madam,

As you may be aware, the meetings of the conferences of the Parties to the Basel, Rotterdam and Stockholm conventions are scheduled to take place in Geneva from 28 April to 9 May 2025. The meetings will include a high-level segment of no more than one day’s duration. Regional preparatory meetings are scheduled to take place in four regions of the United Nations in the months of March and April 2025. The regional preparatory meetings are held to enable Parties to prepare for the back- to-back meetings of the conferences of the Parties to the Basel, Rotterdam and Stockholm conventions by providing them with information on the organization of work and items on the agendas of the meetings and to facilitate regional consultations in advance of the meetings.

Full and effective participation of developing-country Parties in these meetings, in particular least developed countries and small island developing States, and Parties with economies in transition, is essential. It ensures that the views of all countries are adequately reflected in the respective outcomes of these meetings.

In accordance with the above, I am writing this letter in anticipation of your valuable contributions to support the participation of eligible participants in the following meetings, in the order of their sequence:

• Regional preparatory meetings for the meetings of the conferences of the Parties to the Basel, Rotterdam and Stockholm conventions, which are scheduled to be held in four UN regions in the months of March and April 2025, with a budget of USD 1,138,511;

• Meetings of the conferences of the Parties to the Basel, Rotterdam and Stockholm conventions in 2025, scheduled to take place from 28 April to 9 May 2025 in Geneva, including a High-level Segment, with a budget of USD 3,330,167.

We would like to note that the above budgets for these meetings exceed the figures in the approved budgets set out in decisions BC-16/28, RC-11/15 and SC-11/27. The difference results from an increase in the costs of travel and of daily subsistence allowance in the meeting locations. All figures include 13% programme support costs.

Despite some generous contributions received from some Parties, we note with concern that, as of today, we are facing an estimated funding gap exceeding USD 1.6 Million for the regional preparatory meetings and meetings of the conferences of the Parties to the Basel, Rotterdam and Stockholm conventions/High-level Segment in 2025.

In line with decisions BC-16/28, RC-11/15 and SC-11/27, we would therefore like to appeal to Parties, and invite others in a position to do so, to contribute as promptly as possible to the voluntary Technical Cooperation Trust Fund and the voluntary Special Trust Funds to allow for the participation of eligible participants in the above meetings.

Please note that substantial contributions are crucial to closing the funding gaps. Every contribution, no matter how small, will significantly aid us in achieving the aforementioned objectives.

Early receipt of funding is critical for the effective planning of the regional preparatory meetings and for the finalization of travel arrangements to the meetings. We would therefore appreciate receiving your pledges as soon as possible and, no later than 31 October 2024, for the Regional preparatory meetings and, no later than 28 February 2025, for the meetings of the conferences of the Parties and the High-level Segment. Contributions, in turn, need to be transferred within the following month.
