On behalf of the Health Board, I am forwarding information regarding your application.
Unfortunately, there is no common answer to your question. The use of devices in the field of beauty and health care depends on how serious the procedure has an effect on the human body, what is actually done during the procedure, and with which device (the health risk is assessed). It is also important to take into account the limitations of the device manufacturer (what qualifications the user of the device must have/ how to use it) and note whether anesthetic agents (or other drugs) are used during the procedure. Administering medication is a health service.
So this question is quite complicated, we look at it more broadly and evaluate different aspects.
A massage service (such as a wellness treatment or a relaxation treatment) is generally classified as a personal service (except for services provided for the purpose of medical treatment).
In the case of laser epilation, in addition to the manufacturer's instructions, the risk class of the device should be assessed. Starting from risk class 2, the laser device is intended for use by a healthcare professional in a healthcare facility.
Electroepilation service should essentially be part of beauty services. But it is important to further evaluate the device manufacturer's instructions and exclude the use of drugs.

I trust this email finds you well. Our company is currently providing guidance to a prominent entity in the beauty industry from the GCC region who is exploring investment opportunities in the healthcare sector in Estonia.
The entity is specifically interested in the fields of cosmetology and esthetic surgery, with intentions to establish a hub in Tallinn to cater to the markets in Finland and Sweden. While there is clarity on regulations pertaining to surgical procedures, they are inquiring about the requirements for cosmetic procedures such as massages using medical devices (e.g. endosphere), as well as hair removal techniques like laser depilation or electroepilation.
