Subject: Veneetsia Komisjoni palve Eesti sisendiks Veneetsia Komisjoni Rule of Law Checklist'i, tähtaeg 25.11.2024
Importance: High
Tere!
Veneetsia Komisjon on uuendamas õigusriigi põhimõtete kontrollnimekirja (Rule of Law Checklist), mh tulenevalt Reykjaviki deklaratsioonist.
Sellega seoses palub Veneetsia Komisjon (kiri on lisatud) Eesti ametiasutuste tagasisidet sellest, kuidas Eestis on kontrollnimekirja rakendatud.
Samuti soovitakse ettepanekuid kontrollnimekirja parendamiseks.
Sisendi mahuks on määratud 5-7 lk.
Palume Justiitsministeeriumil koos teiste asjaomaste asutustega koostada Eesti sisendi.
Ootame Eesti vastust 25. novembril – minu meiliaadressile.
Seejärel saab Eesti esindus Strasbourgis selle Veneetsia Komisjonile edastada.
Tervitades

DIRECTORATE GENERAL HUMAN RIGHTS AND RULE OF LAW VENICE COMMISSION
Ambassador Aino LEPPIK VON WIRÉN
Permanent Representative of Estonia to the Council of Europe 16, allée Spach 67000 STRASBOURG
Ref ► J.Dem.588-2024 PG/LG Strasbourg, 24 September 2024 Dear Ambassador, It is my pleasure to invite you to a written consultation regarding the ongoing update of the Venice Commission’s Rule of Law Checklist. The present Checklist was adopted by the Venice Commission at its 106th Plenary Session on 11 and 12 March 2016, and has since then served as a practical tool for member States’ authorities, including constitutional courts; international organisations and non-governmental actors. The Venice Commission has now commenced its preparations to update the Checklist, based on the developments which have taken place since 2016 and on the experience of stakeholders, as further implementation of the Reykjavik Declaration. During the past eight years, new issues have emerged such as the development of digital technologies and artificial intelligence. The updated version will seek to address some of these matters, in its continued effort to be a living instrument. We are thus consulting the main stakeholders, including our member States. We would be grateful if you could provide us with your authorities’ feedback on how the present Checklist is being used in your country and any proposals for its improvement. For the sake of efficiency, we would be grateful if your contribution could be limited to 5-7 pages. Thank you for your time and your co-operation on this matter.
Yours sincerely,
Claire Bazy Malaurie
