Distinguished Minister,
1 would like to extend my sincere congratulations on your inauguration as Minister of
Economy and Industry of the Republic of Estonia and have the honor to write to you
on EU’s imposing a countervailing duty on Chinese EVs and the latest progress.
You may have noticed that on 19th September, China and EU engaged in a
comprehensive, in-depth, and constructive consultation regarding the EU’s ongoing
anti-subsidy investigation into Chinese EVs. The two sides agreed to continue
pushing forward negotiations on the price commitments, and spare no effort to reach a
mutually acceptable solution through friendly dialogue and consultation.
Technical teams frorn China and BU held five rounds of consultations on the price
commitments, progress have been made in the fields such as the scope of the
enterprises, the price adjustment mechanism, the minimum price and the risks of the
cross subsidization. However, one core concern of China has not been accepted by EU
and more time is needed for continued consultations.
In view of the forthcoming voting of EU possibly on 4th October, China would like to
propose EU to suspend the impiementation of the countervailing duty on Chinese EVs
even after the final ruling. The suspension could reflect the political will from both
sides to resolve differences through consultations and save more time for the technical
teams to continue to discuss, prevent severe damages on the trading relationship
between China and EU. The proposal is also practicable as it is in line with the EU
Anti-Subsidy Regulation which provides that EU can suspend the impiementation of

We sincerely hope that the Republic of Estonia could support this proposal. 1 believe it is also in the interest of Estonia’s economy and consumers as the Chinese EVs with affordable price will benefit domestic consumers and speed up Estonia Green Transition.
