Shape the Future of Energy: Exclusive Invitation
Dear Esteemed Colleague,
On behalf of the World Energy Council Secretary General & CEO, Dr Angela Wilkinson, and in
my capacity as co-Chair of World Energy Scenarios, I am delighted to invite you to our exclusive
World Energy Council Executive Briefings for Senior Policymakers and Senior
Government Officials.
Building on the momentum of the 26th World Energy Congress in April 2024, where over 4,000
visionary energy leaders from 118 countries gathered to tackle the urgent task of redesigning
energy for people and planet, these briefings will further explore approaches for navigating the
uncertainties of energy transitions and designing for disruption to shape resilient strategies.
At the Congress, we faced a key reality: What got us here won’t get us to where we need to
go. With new global and local dynamics—where geopolitics intersects with data, technology, and
supply chains—demands for global justice, resilience, and modern energy access are increasing.
Yet, there is cause for optimism. Regions worldwide are poised to lead and learn from one
another, managing multiple energy transitions together. The future will rely on connecting diverse
energy challenges and adopting more radical, collaborative approaches.
Leadership in this space requires action, active listening, and collective sense-making.
How we view energy transitions really matters. Instead of seeing it as a slow, costly, and supply-
led "hard slog," it can be viewed as a series of fast-moving, opportunity-rich, demand-led tipping
points—though with uncertain timing. Early movers often pave the way, while hesitation can lead
to regret, delaying rather than accelerating transitions.
I am pleased to personally invite you to “Collaborating Amidst Disruptions”, a World Energy
Council Executive Briefing for Senior Policymakers and Senior Government Officials, where I will
explore how different approaches and choices for cooperation and collaboration can impact the
pace and scale of emergent innovation and unlock energy transitions. Drawing on the latest
World Energy Scenario Foundations, we will delve into how these choices shape the future of
energy systems.

About Jeremy Bentham
Jeremy Bentham has been in the energy business for
more than 40 years. After graduating with a physics
degree from the University of Oxford and subsequent
postgraduate experience at Caltech, he joined Shell in
1980. He has also been a Sloan Fellow at the
Massachusetts Institute of Technology (MIT).
Jeremy has held several senior executive positions,
including membership of the leadership team of Shell’s
commercial technology company and chief executive of
Shell Hydrogen. Since January 2006 he served on the Shell strategy leadership team, advising
the CEO and Board. In particular, he was responsible for the Global Business Environment team,
which is best known for developing forward-looking scenarios to support strategic thinking and
direction-setting. Jeremy is currently a non-executive company director, a Senior Fellow for the
Mission Possible Partnership and advises bodies including the World Economic Forum, The
World Business Council for Sustainable Development and the Singapore government.
