Subject: Invitation to nominate Member State representatives to the Committee
on serious cross-border threats to health (in accordance with Article 29
of Regulation (EU) 2022/2371)
Article 15 of Regulation (EU) 2022/2371 on serious cross-border threats to health and
repealing Decision No 1082/2013/EU (1) empowers the European Commission to
designate EU reference laboratories in the area of public health or for specific areas of
public health, “to provide support to national reference laboratories to promote good
practice and alignment by Member States on a voluntary basis on diagnostics, testing
methods, use of certain tests for the uniform surveillance, notification and reporting of
diseases by Member States”.
On 22 March 2024, the European Commission adopted Implementing Regulation (EU)
2024/892, which designated the first six EU reference laboratories for certain specific areas
of public health (2). The adoption was based on the opinion of the Committee on serious
cross-border threats to health formulated in a meeting on 7 March 2024, for which you
nominated a representative from your country.
The European Commission has prepared a second Implementing Regulation, which would
designate further three EU reference laboratories in certain specific areas of public health.
The Committee on serious cross-border threats to health will again be tasked to provide an
opinion for the Commission regarding the adoption of this Implementing Regulation.
For the purpose of the above-mentioned adoption, the Committee will be convened on
Tuesday 12 November from 11:00-12:00 (CET).

Committee on serious cross-border threats to health. Please let us know if you decide
to nominate the same representative who took part in the meeting of the Committee on
serious cross-border threats to health in March this year, and who is already familiar with
the comitology process and the topic of the EU reference laboratories.
