What are the restrictions in your country: * in the means of sale (e.g. prohibition of sales in 
vending machines, prohibition of online sales); Sales in vending machines and all kind of 
distance sale is prohibited. Additionally, in retail outlets we have point of sale display ban for 
Tobacco and related products. 
* as to the age of the consumer (prohibition of sales to minors); The minimal age of consumer is 
18 years.
* as to the possibility and place of advertising tobacco products (cigarettes, novelty tobacco 
products), electronic cigarettes with nicotine liquid and nicotine-free liquid, nicotine sachets, 
possibly other products that do not contain tobacco or nicotine and that are intended to replace 
tobacco products but are not medicinal? Are in your country any products prohibited from being 
placed on the market?
All kind of advertising of Tobacco and related products is prohibited in Estonia.

Dear EU Pilot Team,
in view of the legislative work on the regulation of the market for 
novelty tobacco products and other tobacco substitutes, our department 
has been asked to urgently prepare information on the regulations being 
introduced in other EU Member States in this respect. We would therefore 
like to kindly ask you to provide us with information on the following 
questions.
What are the restrictions in your country: 
* in the means of sale (e.g. prohibition of sales in vending machines, 
prohibition of online sales); 
* as to the age of the consumer (prohibition of sales to minors); 
* as to the possibility and place of advertising tobacco products 
(cigarettes, novelty tobacco products), electronic cigarettes with 
nicotine liquid and nicotine-free liquid, nicotine sachets, possibly 
other products that do not contain tobacco or nicotine and that are 
intended to replace tobacco products but are not medicinal?
Are in your country any products prohibited from being placed on the 
market?
We only have TRIS information for Austria, Belgium, France, Ireland, 
Slovenia but this does not provide the full picture of the overall 
regulation necessary for our analysis. 
We apologise for the short deadline and would appreciate any information 
by Friday 11.10.2024 by the end of the business day if possible.
