POST-OPS PERFORMANCE ADJUSTMENT PROCESS STATUS REPORT 2023
Introduction National Supervisory Authorities (NSAs) approved the updated Adjustment process in 2019. NM provides guidance on how to use the process, which is visible at: https://www.eurocontrol.int/service/post-operations-performance-adjustment This report is NM’s annual overview of the 2023 process. The 2023 cases Ten ANSPs and NM (Summer 2023 traffic orientation scheme and Air defender 2023) submitted 63 new cases during 20231. Three more cases were pre-agreements with Skyguide and were applied throughout 2023. NM acknowledged all cases within one month. On average, cases covered ten individual changes (to ATFM regulations), excluding pre-agreement changes. NM formed its opinion on 62 cases and informed the parties. Annex A summarises the cases and their status. NM adjusted ATFM regulations with associated ATFM delay of 300,735 minutes. In addition, NM reattributed 633,335 minutes of ATFM as part of the Summer 2023 traffic reorientation scheme (eNM/S23) and Air Defender 2023. All cases were completed: 40 were fully accepted, 5 cases were fully rejected, 17 cases were accepted with some changes rejected. NM responded with its position within one month for 33 cases, within two months for 27 cases including an Italian NSA request and within three months for 2 cases; one case was added by the Austrian NSA and was treated within a day. The cases covered:
• Change of regulation reason.
• Change of reference location name.
• Change of reference location (en-route to airport, vice versa).
• Correction of delay amount.
• Re-assignment of ATFM delay to a third party due to events and disruptions. As agreed, NM informed NSAs of specific cases by copying them and EC into the mails that outlined the NM position. Special cases 2023 Case 2016-24 Pre-agreement with Skyguide to change the Reference Location Type from En-Route to Airport when TV Id is LSZBAORX. NM identified 21 regulations and adjusted 1,010 minutes of delay.

Case 2019-61 Pre-agreement with Skyguide to change the Reference Location Type from En-Route to Airport when TV Id is LSZHAEZ and TV Id is LSZHAWZ. NM identified 311 regulations and adjusted 74,662 minutes of delay. Case 2021-01 Skyguide requested (as for the case 2016-24 and case 2019-61) to change the Reference Location Type from En-Route to Airport when TV Id is LSZSARR, TV Id is LSZSDEP and TV Id is LSZDELTA. NM and Skyguide already received the agreement from (LSZS) Airport Manager. In 2023 one regulation was changed but generated zero minute of delay. NM will review Skyguide pre-agreements during 2024. Case 2023-37 The Italian NSA requested to correct the amount of delay for two regulations, those regulations were split, one due to regulation reason between ATC Capacity and Weather; the other due to Traffic Volume Set between LIMMFMP and the NETWORK. NM recorded a total of 5 regulations for this case with 4,512 minutes of delay. Case 2023-62 The Austrian NSA requested to change the Reference Location from En-route to Airport for regulations in July, August and September 2023. A total of 40 regulations for this case with 5,534 minutes of delay. Summer 2023 Delay reattribution eNM/S23 Delay has been re-attributed in 2023 for the Summer 2023 network measures, and for Air Defender 2023. Air Defender was a large-scale military exercise in June 2023 and the delay was reattributed to LVNL and DSNA. The Network Measures for the Summer 2023 were implemented from end of March 2023 until October 2023. The set of ATFM measures, coordinated and agreed with all stakeholders, aimed to reduce network delays by removing traffic from congested areas, either by rerouting or level-capping flights. The ACCs affected were monitored weekly and measures were lifted or modified as necessary. The delay was reattributed to DFS and DSNA. The ATFM delay re-attribution for 2023 is shown in the Annex B. NMB approved this re- attribution at its April meeting and NM published the data in the performance dataset. Dataset 2023 NM issued three draft performance datasets during 2023. NM did not perform a full survey. NM invited ANSPs to give comments on the process when the final dataset was published in April 2024. NM received no comments. Summary There were more Adjustment Process cases in 2023 than in 2022 and 2021. There were 62 new cases with associated ATFM delay of 300,735 minutes; and a further 633,335 minutes reattributed as part of the eNM/S23 programme and Air Defender 2023. NM published the interim performance datasets during 2023 and the final one in April 2024. NM will review historical pre-agreements during 2024. Recommendations The members of the NCP performance working group are asked to:
• Note the annual report for 2023 and the publication of the 2023 performance dataset.
• Adopt the final results in their 2023 annual monitoring report.
