Dear Ministers,

We are writing to you with a matter of utmost urgency concerning the situation that is currently

unfolding in Lebanon.

The Lebanese authorities issued a request for assistance to the European Union indicating the need

for vital medical equipment and medications. The request has been shared with EU Member States

and Participating States of the Union Civil Protection Mechanism (UCPM). This follows the

continued hostilities, which have put a severe strain on medical services in Lebanon. The

healthcare system is unable to cope with the growing number of casualties. Many patients are in

urgent need of specialised medical treatment that is not available due to the destruction of the

healthcare infrastructure.

It is crucial that we act swiftly and in a coordinated manner. We extend our sincere gratitude to

those Member States that have already generously offered assistance to Lebanon in this very

difficult moment. We call upon all Ministers of Health and Ministers responsible for Civil

Protection of the EU Member States and the Participating States of the Union Civil Protection

Mechanism to urgently offer further medical aid to Lebanon.

Offers of assistance should be channelled through your national civil protection authorities to the

Emergency Response Coordination Centre (ERCC).

We stand ready to provide further support in the coordination of the response.
