Objective
3
Define the information to be added to the Common Services to complete the exchange of
evidence through OOTS for the recognition of healthcare professions in the context of PQD
• Evidence Requesters define all the applicable procedural requirements including
• Name of the requirement
• Description of the requirement
• List of information an evidence must contain
• Evidence Providers define the evidence in their Member State to meet the requirements
• Name of the evidence type
• Name of the evidence provider
Scope: healthcare professionals recognition regimes

Automatic Recognition
Acquired rights
General System
The applicant's qualifications are listed in Annex V and their training started after the reference date.
The applicant's qualifications, though not conforming to Annex V provisions, comply with the harmonised minimum training requirements OR the applicant has attained rights as result of their professional activity.
The applicant's situation does not fit into either the Automatic Recognition or Acquired rights regime.
PQD recognition regimes for healthcare
professionals
Initial approach
5
• Starting points
• Member State's inputs (submitted requirements & feedback)
• Directive 2005/36/EC
• Annex VII lists documents and certificates that may be requested by the competent authorities that decide on the
application to pursue a regulated profession
• Use of Annex VII proof categories as reference for structuring & carrying out the
comparative analysis of MSs inputs and reconcile requirements and their respective
minimum information
Mapping of Annex VII documents to proof categories # Document description Proof category
1(a) Proof of the nationality of the person concerned. Nationality
1(b) Copies of the attestations of professional competence or of the evidence of formal qualifications giving access to the profession in question, and an attestation of the professional experience of the person concerned where applicable.

Revised approach
7
• Motivation
o referencing Annex VII alone proved insufficient to fully lift ambiguities in terms of the scope & purpose of
the requirements
• Updates
o updated framework for requirements definition that contextualises further the requirements, including, as
applicable, references to specific articles of the Directive
o updated requirement template for capturing the additional contextual information

User journey considerations
16
• Different requirements apply depending on the applicant's situation
• EU country nationals: Proof of nationality
• Non-EU country nationals: Proof of citizenship
▪ other proofs that provide evidence that the applicant can benefit from EU rights could be used, butfor the moment only
proof of citizenship was included in the submitted MSs inputs
• To enhance user experience, the procedure portals could prompt users to indicate which is
their situation so that the list of requirements the user is presented with contains only the
one applicable to their situation
• This would be in line with the YourEurope and EPC paradigms where applicants are prompted to indicate
profession, purpose (establishment vs temporary practice), and whether they can benefit from automatic
recognition

Next steps: 1 - Consultation with PQD stream MSs
50
• Have we missed any requirements that your authority needs in relation to the
recognition of PQ of healthcare professionals?
o If yes, please indicate so using the template of slide 9
• Regarding the minimum information of the listed requirements:
o Evidence Requester perspective: Are there any redundant or missing data?
o Evidence Provider perspective: Are there any data that you cannot provide?
Next steps: 1 - Consultation with PQD stream MSs
51
• Are there any requirements for which splitting/specialisation (i.e., replacing by more
specific ones) or, conversely, merging/generalisation (i.e., replacing by a broader one) is
needed to better capture the information needs of your authorities?
o e.g., Use of two separate requirements to prove license/registration to practice and to prove absence
of suspension/prohibition to practice VERSUS use of a single, composite, requirement to prove both
registration & absence of suspension/prohibition?
o If yes, please explain what motivated your choice: e.g., need for two separate requirements (A, B) vs a
composite (AB) one to promote separation of concerns because there are situations where the
applicant needs to provide only the A-specific or B-specific set of evidence data, and not their union
• Any other comments on how to further improve the definitions of the requirements
o e.g., suggestions for rewording to improve a requirement's name and description
Next steps: 2 – Validation & Evidence Mapping
52
Present and validate the PQ evidence mapping framework at sub-group level
Add the corresponding data to the Common Services
• EC to add the validated requirements
• MSs to add the respective evidence type(s) and their corresponding evidence provider(s)
Next steps: 3 – Extend to other professions
53
• Analyse & collaboratively agree on priority professional qualifications
• Do any of the requirements defined for healthcare professionals apply to the
selected professions in their current form?
• If yes, proceed to evidence mapping;
• If no, use template of slide 9 to indicate the missing requirements
User journey & experience notes
54
• We follow a per regime analysis to facilitate the review and discussions, but given that
inherently the requirements that apply to an applicant depend on their specific situation,
integrating this distinction in the user journey can improve user experience:
o for example, at the time of application, the applicant could be asked to indicate whether they can benefit
from automatic recognition (as in the current EPC implementation, the YourEurope portal where applicants
are to find information on the necessary documents, etc.)
o another example: "Proof of nationality" applies for EU country nationals, otherwise proof of long-term
residency status with the right to work in the EU needs to be proven, e.g., using "Proof of citizenship" [or
other proofs, such as "Proof of refugee status", not currently considered in the analysis as no MS has
submitted this requirement]

Dear all,
Thank you again for all the time and effort put in the PQ workstream activities and your valuable inputs & insights.
Please find attached the slides from today's follow-up meeting for your review at your convenience.
As part of the immediate next steps (summarised also in slides 50 & 51), we'd appreciate your feedback via email on the following:
1. Have we missed any requirements that your authorities need in relation to the recognition of PQ of healthcare professionals? If yes, please indicate so following the template shown in slide 9. Please note that if such a missing requirement happens to overlap with an existing "gray area" requirement, we'd still need you to indicate your definition of it.
2. Regarding the minimum information of the listed requirements:
a. As Evidence Requesters: are there any redundant or missing data? I.e., data that you do not need but are listed or data that you do need but aren't currently listed.
b. As Evidence Providers: are there any data that you cannot provider? (If for some of these requirements you have already commented directly in the wiki you don't need to repeat the comment)
3. Are there any requirements for which further specialisation (i.e., replacing by more specific ones) or, conversely, merging (i.e., replacing by a broader one) is needed to more accurately capture the information needs of your authorities? If yes, please explicate the rationale (e.g., replace Req_X by the more specific ones Req_X1 and Req_X2 because of separation of concerns since in some cases only part of the evidence data are actually needed by the authorities; or replace Req_A and Req_B by a combined Req_AB because the authority doesn't need to distinguish between the two).
4. Any other comments on how to further improve the definitions of the requirements. E.g., revise a requirement name to be more concise or elaborate further a requirement description to enhance its understandability.
As always, please don't hesitate to reach out if you have any questions or for any additional comments and thoughts you'd like to share.
best,
Stamatia

Initial approach
5
• Starting points
• Member State's inputs (submitted requirements & feedback)
• Directive 2005/36/EC
• Annex VII lists documents and certificates that may be requested by the competent authorities that decide on the
application to pursue a regulated profession
• Use of Annex VII proof categories as reference for structuring & carrying out the
comparative analysis of MSs inputs and reconcile requirements and their respective
minimum information
Mapping of Annex VII documents to proof categories # Document description Proof category

• If yes, proceed to evidence mapping;
