STATE SAFETY PROGRAMME
Course Goal
The course will provide the managers and personnel within State Aviation agencies with the competencies required to develop and implement State Safety Programmes in their States as per ICAO Annexes and applicable State’s rules.
Learning Objectives
After successful completion of the course, participants will be able to:
1. provide recommendations for the SSP legal and institutional framework; 2. develop the Plan for SSP implementation; 3. develop a Strategy for Safety Promotion; 4. use supporting tools and processes needed to enable safety data analysis; 5. apply processes with appropriate tools to State safety risk management; and 6. establish mechanism for State safety performance management.
Primary Target Population
Managers and personnel within State Aviation agencies responsible for State Safety Programme
Secondary Target Population
Personnel from the main technical divisions/sections/departments related to direct implementation and operation of the State Safety Programme (SSP)
Entry Requirements
Successful completion of ICAO SM online course Good oral and written command of the English language Computer literacy using contemporary software programs College degree or equivalent qualifications and experience in civil aviation Management experience in State’s CAAs

Delivery Requirements
Pre-reading material should be sent by email a week before class starts to all registered participants. The Welcome letter with necessary instructions is inside the package. Pre-reading material is in the Section Material.
Ship 1) Annex 19. Safety Management. 2d Edition, 2016; 2) Doc 9859. Safety Management Manual. 4th Edition, 2018.
Two competent TRAINAIR Plus Instructors the groups of 20-25 trainees. A suitably-sized classroom, equipped with a whiteboard, computer and data
projection capabilities, 4 flipcharts, 8 pens. Instructor and trainee material as per the Facilities, Material and Equipment
form.
