First Global Survey on the Monitoring Framework of the Global Action Plan on Promoting the Health of Refugees and Migrants

The World Health Organization (WHO) presents its compliments to Member States and Associate Members, and has the honour to inform them that WHO has established the Monitoring Framework of the WHO Global Action Plan on Promoting the Health of Refugees and Migrants, 2019–2023, extended to 2030 (GAP). The GAP monitoring framework serves as an important tool in the broader global health landscape. A dedicated set of fit for purpose data on migrants and refugees will not only define WHO’s contribution to Member States efforts to implement the GAP but also shape WHO’s own impact framework.

To address resolution WHA76.14 (2023), which requests the Director-General to submit a progress report to the Health Assembly in 2025, 2027, and 2029 on the implementation of this resolution and on the GAP, Member States are invited to participate to the first Global Survey around the GAP Monitoring Framework.

The online survey (via an electronic questionnaire) will take place from 1 November to 15 December 2024 and will provide critical information around the inclusion of refugees and migrants in policies at country level. Member States are invited to communicate not later than 29 October 2024, by sending an email to [email protected], the name(s) of their focal person(s) based in the Ministry of Health in charge of the health of migrants and refugees who will be responsible for responding to the survey. An electronic questionnaire will then be shared to the designated focal person(s).

The World Health Organization takes this opportunity to renew to Member States and Associate Members the assurance of its highest consideration.

关于《促进难民和移民健康全球行动计划》监测框架的首次全球调查

世界卫生组织（世卫组织）向各会员国和准会员致意，并荣幸地通知，世卫组织已

制定《世卫组织 2019-2023 年促进难民和移民健康全球行动计划监测框架》，该行动计划

已延至 2030 年。该全球行动计划监测框架是更广泛的全球卫生格局的一个重要工具。一

套专门针对移民和难民的切合目的的数据，不仅将界定世卫组织对会员国实施《全球行

动计划》的贡献，而且还将塑造世卫组织自身的影响框架。

WHA76.14 号决议(2023 年)要求总干事在 2025 年、2027 年和 2029 年向卫生大会提交

关于该决议和《全球行动计划》实施情况的进展报告。为落实该决议，邀请会员国参加

就《全球行动计划》监测框架开展的首次全球调查。

通过电子问卷开展的在线调查将于 2024 年 11 月 1 日至 12 月 15 日进行，并将提供有

关将难民和移民纳入国家一级政策的重要信息。可通过以下链接获取六种正式语文版本

Première enquête mondiale sur le Cadre de suivi du Plan d’action mondial pour la promotion de la santé des réfugiés et des migrants

L’Organisation mondiale de la Santé (OMS) présente ses compliments aux États Membres et aux Membres associés et a l’honneur de les informer que l’OMS a établi le Cadre de suivi du Plan d’action mondial pour promouvoir la santé des réfugiés et des migrants, 2019-2023, prolongé jusqu’en 2030. Le Cadre de suivi est un instrument important dans le panorama plus large de la santé mondiale. Un ensemble spécifique de données adaptées sur les migrants et les réfugiés permettra non seulement de déterminer la contribution de l’OMS aux efforts déployés par les États Membres dans la mise en œuvre du Plan d’action mondial, mais aussi de définir le cadre d’impact de l’OMS.

Pour donner suite à la résolution WHA76.14 (2023), dans laquelle le Directeur général est prié de présenter à l’Assemblée de la Santé en 2025, 2027 et 2029 un rapport de situation sur l’application de la résolution, les États Membres sont invités à participer à la première enquête mondiale consacrée au Cadre de suivi du Plan d’action mondial.

L’enquête en ligne (au moyen d’un questionnaire électronique) se déroulera du 1er novembre au 15 décembre 2024 et permettra d’obtenir des informations essentielles sur la prise en compte des réfugiés et des migrants dans les politiques au niveau national. Генеральный директор Всемирной организации здравоохранения (ВОЗ)

свидетельствует свое уважение государствам-членам и ассоциированным членам и имеет

честь проинформировать их о том, что ВОЗ учредила Механизм мониторинга

осуществления Глобального плана действий ВОЗ по содействию укреплению здоровья

беженцев и мигрантов на 2019–2023 гг., срок действия которого был продлен до 2030 г.

(ГПД). Механизм мониторинга ГПД представляет собой ценный инструмент в более

широком контексте глобального здравоохранения. Наличие тематического набора

актуальных данных о мигрантах и беженцах позволит ВОЗ не только оценивать свой

вклад в усилия государств-членов по реализации ГПД, но и формировать собственную

систему оценки воздействия.

Во исполнение резолюции WHA76.14 (2023 г.), в которой Генеральному директору

поручается представить Ассамблее здравоохранения в 2025, 2027 и 2029 гг. доклады о

ходе выполнения этой резолюции и осуществления ГПД, государствам-членам

предлагается принять участие в первом глобальном обследовании в рамках

Механизма мониторинга осуществления ГПД.

Обследование в режиме онлайн (при помощи электронного вопросника) будет

проводиться с 1 ноября по 15 декабря 2024 г. и позволит собрать ценную информацию о

том, каким образом проблематика беженцев и мигрантов учитывается при разработке и

принятии мер политики на уровне стран. Концептуальная записка с описанием контекста,

цели и задач обследования опубликована на шести официальных языках по следующей

Государствам-членам предлагается не позднее 29 октября 2024 г. направить по

адресу электронной почты [email protected] письмо с указанием фамилии

(фамилий) координатора (координаторов) в министерстве здравоохранения, отвечающего

(отвечающих) за вопросы здоровья мигрантов и беженцев, которому (которым) будет

поручено заполнение вопросника. Назначенному координатору (координаторам) будет

выслан электронный вопросник.

Primera encuesta mundial sobre el Marco de Seguimiento del Plan de Acción Mundial sobre la Promoción de la Salud de Refugiados y Migrantes

La Organización Mundial de la Salud (OMS) saluda atentamente a los Estados Miembros y Miembros Asociados y tiene el honor de informarles de que ha establecido el Marco de Seguimiento del Plan de Acción Mundial de la OMS sobre la Promoción de la Salud de Refugiados y Migrantes, 2019-2023, prorrogado hasta 2030. El marco de seguimiento del Plan de Acción Mundial es un instrumento importante en el panorama de la salud mundial en sentido más amplio. Un conjunto específico de datos relativos a los migrantes y los refugiados y adecuados a los fines previstos no solo definirá la contribución de la OMS a los esfuerzos de los Estados Miembros para aplicar el Plan de Acción Mundial, sino que también conformará el propio marco de impacto de la OMS.

A fin de actuar conforme a lo dispuesto en la resolución WHA76.14 (2023), en la que se pide al Director General que presente a la Asamblea de la Salud, en 2025, 2027 y 2029, un informe sobre la marcha de los trabajos con respecto a la aplicación de dicha resolución y sobre el Plan de Acción Mundial, se invita a los Estados Miembros a que participen en la primera encuesta mundial sobre el Marco de Seguimiento del Plan de Acción Mundial.

La encuesta en línea (a través de un cuestionario electrónico) podrá realizarse entre el 1 de noviembre y el 15 de diciembre de 2024 y permitirá obtener información clave sobre la inclusión de refugiados y migrantes en las políticas a nivel nacional.
