Dear MS Maja Markovcic Kostelac,
Estonia in cooperation with Finland is hosting from 13th to 15 th of November 2024 in Tallinn and
Helsinki a meeting on a Shadow Fleet. There will be up to 50 representatives from 12 states
including NB8 (Nordic-Baltic) format, UK, NL, DE, PL. Participants are representatives from
foreign ministries and maritime experts.
Estonia would like to invite EMSA to support to increase maritime awareness on a sanctions by
introducing MSS services and tools provided for sanctions monitoring (Overview of services being
provided now and possibilities for future collaboration) on 15th of November from 11.15-12.15 in
Tallinn followed by launch. As well would like to invite EMSA to participate on a discussion
„Common actions when identifying shadow fleet vessels“ topic includes Vessel´s listings on 15th
of November from 14.15-15.30.
