Dear Georgie Walker,

Detergents and cleaning products classified according to CLP regulation are hazardous mixtures and should be notified via ECHA PCN Portal.

We don’t have additional requirements in Estonia.

Non-hazardous detergents may be notified via ECHA portal also but this is on voluntary basis.

There is no fee for the notifications.

Anyway, detergents regulation forsees in article 9(3) that ingredients datasheet should be made available on request. This concerns hazardous and non-hazardous products.
