Thank you for contacting us and drawing our attention to the information on the website of Health Board.
The website will be updated and outdated information will be removed.
According to the Tobacco Act, menthol flavours are permitted in e-cigarettes and e-liquids.
§ 81. Requirements for ingredients of electronic cigarettes
(2) The nicotine-containing and nicotine-free liquid shall not contain the following substances:
5) flavourings, except for the taste and smell of tobacco and menthol.

Please could you confirm if the flavour applies to menthol flavours?
I have two sets of guidance which are very conflicting and would like some clarity.
News about tobacco products - confirms menthol flavours are prohibited.
Requirements for the composition of the electronic cigarette - confirms menthol flavours are permitted.
