Subject: Member States’ data sets under the recast Drinking Water Directive
Article 18.1 c, d, and e (exceedances, incidents and derogations) – transfer into
Reportnet 3 - update
To the Members of the recast Drinking Water Directive Expert Group
Dear members of the Drinking Water Directive Expert Group (DWEG),
On 25 April 2024, we sent you a letter (ref. Ares(2024)3066049) regarding the
submission of Member States’ data sets in accordance with Article 18.1 (c), (d) and (e) of
the recast Drinking Water Directive 2020/2184 (DWD) on the quality of water intended
for human consumption. Following this letter, we received remarks from DWEG
members and, based on the discussions held in the DWEG meeting on 11 September
2024 and with its Legal Service, the Commission has amended the proceedings.
In accordance with the recast DWD, the Commission confirms that the Member States’
data sets must be updated annually by 12 January. The transfer of the data sets will take
place through the European Environmental Agency’s (EEA) Reportnet3 platform. The
Reportnet3 platform will be continuously open to allow for an accumulative transfer of
data for any consecutive period, as soon as it becomes available. Please note, this
approach does not preclude single delivery of full year datasets.
These arrangements on the transfers to Reportnet3 are in line with the new approach and
goals promoted by the recast Directive, which aims at allowing for regular updates of
data sets by the Member States in order to avoid a long-time lag between the data
reference dates and the actual submission date to Reportnet3.
In that sense, we would like to stress that efforts have been made to limit the data sets to
only relevant data, i.e. data on exceedances, incidents and derogations. Guidance related
to the transfer of data to Reportnet3 is included in the relevant guidance documents.
As foreseen in Article 18(3) of the DWD, the Commission will request EEA to publish a
Union-wide overview based on the data sets submitted. This Union-wide overview will
be publicly accessible and updated annually. The Commission intends to request EEA to
establish and publish its Union-wide overview in June of each year, taking into account
Member States’ data sets related to the previous calendar year submitted through
Reportnet3. The Union-wide overview can be updated at all times by EEA on request of
the Commission. The Commission will inform the Member States of these updates.

In the context of the publication of the first Union-wide overview, we encourage Member
States to transfer their January 2023 – December 2023 data sets as soon as possible to
Reportnet3. The data flow for transmitting the 2024 data sets is already open and data
can therefore be transmitted, even in a progressive way as previously mentioned.
The first Union-wide overview, to be published in June 2025, will include both 2023 and
2024 data sets. The next Union-wide overview, to be published in June 2026, will cover
the 2025 data sets, and so on.
Finally, we would like to remind you that national reporters need to be nominated or
reconfirmed. If not done yet, this should done by sending the name and email address of
the national reporter to [email protected] and ENV-DRINKING-
