The World Health Organization (WHO) presents its compliments to Member States and Associate Members and has the honour to inform that WHO is consulting with its Member States to review country estimates for the Sustainable Development Goals (SDG) indicators on Universal Health Coverage (UHC).
These estimates cover SDG indicators for two main areas: (1) a health service coverage index (SDG indicator 3.8.1) and (2) indicators of lack of financial protection coverage against the cost of health services (SDG 3.8.2 and related indicators) produced in collaboration with the World Bank Group.
Reference is made to C.L.48.2022 concerning the nomination of a technical focal point(s) for the 2023 country consultation. Member States are requested to either confirm/change their focal point(s), or nominate one if they have not done so. Confirmation, change, or designation of focal point(s), together with contact details (full name, title, affiliation, and email address), should be sent as soon as possible and no later than 31 January 2025 to the WHO’s Department of Data and Analytics and the Department of Health Financing and Economics via [email protected]. If new nominations are necessary, WHO suggests that Member States designate 1 to 2 focal points covering the following two areas:
1. For the health service coverage indicator (SDG 3.8.1), it is recommended that the focal point has a broad view of population-based health surveys, routine health information systems, and administrative data sources that provide information on the coverage of health services.
2. For the financial protection indicators (SDG 3.8.2 and related indicators), it is recommended that the focal point be involved with monitoring and evaluation of health financing policy in the country, including experience with data from household expenditure surveys or collaborating closely with the national statistical agency.
The focal point(s) will receive instructions by email. Documentation of methods, data sources, and preliminary estimates will be shared with the focal point(s) beginning of April 2025. The focal point(s) will be asked to either review these documents or to provide the data needed to produce the UHC SDG indicators for all years for which relevant data is available. The country consultation process will be closed on 30 May 2025. Any submissions received after this date may not be considered in the final publication of country estimates. Following the country consultation, WHO and the World Bank will release global, regional and country level estimates of the SDG UHC indicators on their website as well as on the United Nations Statistics Division’s SDG global data portal, anticipated for December 2025. The estimates will be also featured in the 2025 UHC global monitoring report produced every two years by WHO and the World Bank since 2015.1
