Harmful interferences to GNSS system
Dear Mr. Mario Maniewicz
According to Article 13.2 of the Radio Regulations (RR) and in line with ITU Resolution 676
(WRC-23) the Administration of the Republic of Estonia seeks the assistance of the Bureau in
resolving cases of harmful interference to radionavigation satellite services (RNSS) in Estonia’s
airspace and territorial waters.
There have been continuous reports of interferences to RNSS reception on airplanes (Annex). We
have also received reports of interference to RNSS reception in Gulf of Finland from vessels.
We have conducted several measurements, which indicated that the source of interference is
located in the territory of the Administration of the Russian Federation.
Following RR Article 15.31 we reported about the cases of harmful interference to the
Administration of Russian Federation, with the copy to the Bureau for information (Case ID Nos.
ITU2024-67597 and ITU2024-69915). The acknowledgements of receipt have been received
according to RR 15.35 from the Administration of the Russian Federation, but there has been no
substantive response.
We are on your disposal if any additional information is needed.
We kindly ask you to bring this issue to the attention of the Radio Regulations Board at the
forthcoming meeting, taking place 11-19 November 2024 in Geneva. In addition, we also ask for
disclosure of the document RRB24-3/4-E and of the case presented by the Republic of Estonia.
