Invitation to join Member State consultation on Ageing is Living: WHO European Strategy on Ageing in Good Health
We are seeking nominations for a focal point with experience in policy and decision-making related to healthy ageing and/or health and care services for older persons to participate actively in the development of a forthcoming strategy entitled Ageing is Living: WHO European Strategy on Ageing in Good Health. Our priority under EPW 2.0: The WHO European Programme of Work (EPW) priority on ageing in good health presents a high-level vision with clear actions to uphold equity, strengthen health systems, and support well-being at every life stage. With a twin-track approach, it addresses the immediate needs of older adults while investing in lifelong health. Over the coming years, the targeted strategy will support health from midlife through later years, ensuring that each life stage is addressed comprehensively. in Istanbul, Türkiye, on 17 February 2025. Additional consultations, including with non-State actors, civil society organizations, subnational and local governments, and other key stakeholders, will be held over subsequent months. Member States will also be invited to participate in these broader discussions. Separate invitations will be sent to designated focal points. Please let us know if your country will join the consultation on 17 February 2025 in person or by Zoom. The WHO Regional Office for Europe will be providing accommodation (up to two nights), lunch and dinner for 1 participant from your country and hopes that you can fund the cost of the travel. Second Member State consultation on Renewed child and adolescent health and well-being strategy for the
WHO European Region
Thank you very much for your engagement in the process of developing a renewed child and adolescent health and well-being strategy for the WHO European Region by nominating a focal point and by participating in the pre-consultation survey, which helped us understand the child and adolescent health and well-being concerns in your country. The first formal consultation relating to this strategy took place online on 26 November 2024. During this consultation, we presented the results of the survey and introduced the suggested process for developing the strategy, building on the identified priorities and successful country examples. We would like to invite the nominated focal point(s) from your country to participate in the second hybrid consultation on 18–19 February 2025. The meeting will be held in Istanbul, Türkiye. We are pleased to offer, for one participant from your country, paid accommodation for a maximum of three nights, two lunches and one dinner and hope that you can fund the cost of the travel. SCOPE AND PURPOSE
A renewed commitment and focused efforts are essential for the health and well-being of children and adolescents in our Region. Mental health affects 1 in 4 children under 18 years. One in 3 primary school children live with overweight or obesity. In some parts of our Region, newborn mortality rates are 28 times higher than in countries with the lowest rates. These challenges have been exacerbated by the COVID-19 pandemic, with reduced access to specialized health care, leaving many children and adolescents facing inadequate care. Investments in children and adolescents today will not only enhance their development and future opportunities but also contribute to decrease health costs and burden of disease towards a healthier aging population and more prosperous societies.
In response to today’s challenges, the new Child and Adolescent Health and Well-being Strategy, developed jointly with UNICEF, will set out a comprehensive vision with clear, deliverable objectives to improve health and well-being outcomes and reduce inequities.
Following initial discussions at the 74th session of the WHO Regional Committee for Europe in September 2024, the WHO Regional Office for Europe and the UNICEF Regional Office for Europe and Central Asia are engaging in further consultations with countries and technical experts. A first online Member States consultation, held on 26 November 2024, highlighted country priorities received through a Member States survey. An advisory group of Member States was created to shape the strategy for children and adolescents’ health and well-being. The preliminary draft strategy document will be shared with all Member States for their review and input by end of January 2025. This second consultation meeting scheduled for 18-19 February 2025, in Istanbul, Türkiye, aims to engage Member States in the finalisation of the strategy. Comments received from Member States to the preliminary draft strategy document will be compiled for discussion during the meeting, and it is hoped to reach consensus on the final wording of the strategy and an accompanying implementation and monitoring framework. The final strategy will be presented for endorsement at the 75th session of the Regional Committee in October 2025, providing a roadmap for action.
This strategy is part of the WHO European Programme of Work 2.0, which prioritizes child and adolescent health and well-being through a dual-track approach for healthier lives, addressing the immediate needs of older adults while renewing the focus on children and adolescents. This is not just another strategy – it is our commitment to creating a Region where every child can reach their full potential for health and well-being.

SCOPE AND PURPOSE
In 2024, life expectancy in the WHO European Region is among the highest globally, with older adults now outnumbering younger generations for the first time. While this demographic shift offers new opportunities, it also places unprecedented demands on health and care systems, exacerbated by climate change, inequality, and global crises. In response to these challenges, the upcoming consultation meeting, scheduled for 17 February 2025, in Istanbul, Türkiye, aims to engage Member States in the development of Ageing is Living: WHO European Strategy on Ageing in Good Health. This strategy is part of the WHO European Programme of Work 2.0, which prioritizes healthy ageing through a dual-track approach that addresses the immediate needs of older adults while promoting lifelong health across all stages of life. The primary objectives of this consultation are to:
• Gather insights: Collect feedback and insights from nominated focal points with expertise in policy and decision-making related to healthy ageing and health services for older persons. This input will be crucial in shaping the strategy to effectively meet the diverse needs of older populations.
• Foster collaboration: Facilitate discussions among Member States, experts and other key stakeholders to encourage collaboration and share best practices related to healthy ageing initiatives.
• Enhance understanding: Increase understanding of the implications of demographic shifts, including the challenges and opportunities presented by an ageing population. This includes recognizing the importance of creating supportive environments and promoting active ageing.
• Align with existing frameworks: Ensure that the strategy aligns with the overarching goals of the WHO European Programme of Work 2.0 and contributes to the broader international, national and subnational strategies on healthy ageing.
• Prepare for implementation: Lay the groundwork for the implementation of the strategy by identifying priority areas, potential challenges and necessary resources.
This consultation is an important opportunity for Member States to engage in an interactive dialogue aimed at developing a strategy that is relevant to the diverse needs of countries in the Region. By collaboratively mapping out resources and support mechanisms, we will ensure that individuals not only live longer but also enjoy healthier, more fulfilling lives.
