Based on subsection 1 of § 245 of the Water Act, subsection 11 of §141 of the State Borders Act,
points 1.4 and 1.5 of the Decree of the Minister of Climate No. 1-2/23/352 (24.08.2023) and in
accordance with paragraphs 1−3 of the UN Law of the Sea Article 246, the Estonian Ministry of
the Climate issues the Marine Scientific Research Permit and Research Vessel Entry Clearance
according to the application submitted as follows:

COMBINE cruises
Purpose of the research cruise Monitoring activities agreed by HELCOM under the
Baltic Sea Monitoring Programme (COMBINE) in
Estonian maritime area in 2025. The monitoring work
will include surveys of marine life, water physico-
chemical and hydrological parameters, including
sampling, in accordance with the HELCOM monitoring
programme. Four cruises will be carried out in 2025.

Additional conditions and obligations of the permit owner:
1. research cruises must be carried out in accordance with international and Estonian legislation

2. research activities must remain inside the agreed research area;
3. information on the place and time of entering and leaving the Estonian marine area must be
reported to the Estonian Navy Maritime Operational Centre`s radio station (call-sign:
