However there is no any indication on this matter in MANUAL OF THE WORKING GROUP ON COSMETIC PRODUCTS (SUB-GROUP ON BORDERLINE PRODUCTS) ON THE SCOPE OF APPLICATION OF THE COSMETICS REGULATION (EC) NO 1223/2009 https://ec.europa.eu/docsroom/documents/58054
But from our point of view the claims: „Promotes the formation of hair melanin“ and „Reverse the greying process“ can indicate that the product restore, correct or modify physiological functions by exerting a pharmacological, immunological or metabolic action – in this case the product can be classified as out of scope of the cosmetic regulation. Of course you have to look on the omposition/ingredients and mode of action of the product.

I have a question regarding allowed claims on cosmetic products.
I would like to ask if it is allowed to use any of the following claims on cosmetic products:
- * Prevents hair from turning grey.
- * Promotes the formation of hair melanin.
- * Stop the greying process.
- * Reverse the greying process.
- * Helps counteract the spread of white hair
