Dear Dr. Kaldun,
Regarding PCN notifications Estonia acts according to CLP regulation. According to Article 45 only mixtures that are classsified as hazardous (physical or health effects) should be notified. Anyway, notifying non-hazardous mixtures on voluntary basis is accepted.

Dear Sir or Madam,
We have recently received information that some Member States, such as France, also require prior PCN notification for the authorisation of biocides without classification/labelling, although these do not fall under the requirements of Annex VIII of the CLP Regulation. Could you please let us know whether this is also the case in Estonia?
