Dear ECPA participant,
The main objective of organising the Best Practice Conference – European Crime Prevention Award is
to exchange information and good practices about crime prevention. Therefore, the Hungarian
Presidency and the EUCPN Secretariat would like to thank you for entering into the competition, for
taking the time to fill in the application form and presenting your project during the online Best
Practice Conference.
Supporting crime prevention initiatives all over Europe is one of the main tasks of the European Crime
Prevention Network. Therefore, we kindly offer you this feedback letter on your project. It reflects
what has been said during the Jury meeting. It contains the strengths and weaknesses of your project
and suggestions for improvements.
The Estonian project ‘re-entry services for ex-offenders’ was applauded by the Jury for its
comprehensive views on the causes of recidivism. They stated that the attitude shaping as well as the
competence building are strong pillars of the project. Additionally, a good cooperation is described
between all stakeholders, yet the Jury would have liked to gain better insights in how this cooperation
was practically implemented. Finally, questions were raised on the contextual factors required for
other member states to replicate this initiative, seeing it is tailored to the Estonian context.

Award – 2024 Feedback Letter

The EUCPN also wants to explain the reasons for awarding the European Crime Prevention Award:
First place
The Jury awards the Czech project ‘Non-Profit Employment Agency
RUBIKON’, first place. They deemed the focus of the project
comprehensive as well as an important aspect of reintegration. Also the fact
that a non-profit is taking the lead, creates a different type of cooperation
that still involves a variety of partners. The Jury, however, stated that the
project could become even more holistic by incorporating additional focus
areas, such as the provision of housing.
Second place
The Jury awards the Finish project ‘Revion Rehabilitation Programme’
second place. They specifically praised the important focus on the target
group that is over-represented in prison facilities, yet often overlooked.
Additionally, the scientific base of the project as well as the work to
improve professionals’ knowledge was deemed relevant for all European
member states. The Jury did debate whether replication will be as feasible in
countries lacking similar foundations.
Third place
The Jury awards the Danish project ‘Primus Motor’ (‘Driving Force’) third
place. They commended the provision of peer support through the use of
volunteers, particularly in combination with the target group. Especially,
since the volunteering culture is not yet a common practice throughout
Europe. Additionally, the Jury applauded the involvement of various
partners to ensure good assistance as well as obtain relevant outcomes.
