Good day to you.
I write this email on behalf of TrustCloud Group. We are a digital identity choreography platform, offering services in electronic/video identification, identity authentication, digital signatures, document preservation and identity governance. We have operations in the US, Spain, UK and are licensed as a Qualified Trust Service Provider in Spain for the services of qualified preservation service for qualified electronic signatures and qualified electronic seals. https://eidas.ec.europa.eu/efda/tl-browser/#/screen/tl/ES/33
We intend to obtain licensing as a Qualified Trust Service Provider in Estonia and seek your guidance on the application and procedural requirements to submit a formal application. More importantly, we would like to inquire on any corporate entity requirements, such as the domicile of the company, capital or shareholding requirements and whether the entity should be local (Estonia incorporated). We understand that the Conformity Assessment Report of an accredited entity can be used across the EU for multiple licensing applications and seek your confirmation on whether we can submit the Conformity Assessment Report we obtained in Spain for these purposes.
Lastly, we would be grateful if you could share any checklists/application procedures/guidance notes of the application process for a Qualified Trust Service Provider in Estonia.

First of all, we would like to clarify the reason for obtaining the license of QTSP in Estonia if Your company already has such license in Spain.
Such license is valid throughout European Union and the situation of double jurisdiction should be avoided. So could You please specify the reason why do you need 2 licenses in EU for the same services?

For becoming authorized trust service providers in Estonia and getting the service in Estonian Trusted list the trust service provider and trust service provided should be following next legislation:
The procedure for conformity assessment of trust service providers and trust services should be in accordance with regulation „Trust service provider and trust service conformity assessment procedure“ which is available here https://www.riigiteataja.ee/akt/128102016017 (in Estonian) .
Information System Authority decides on an application after receipt of required data and documents:
1. within 80 days in case of an application for an initial authorization;
2. within 50 days in case of an application for a repeated authorization.
Qualified or non-qualified trust service providers and trust services are entered in the trusted list for two years.
State fees for operations in Estonian trusted list:
• Trust services first-time inclusion state fee is 1030 € per each trust service;
• Maintaining the trust services in the trusted list state fee is 770 € per each trust service;
• Trust service provider or trust service data modification request state fee is 65 €.

Many thanks for your prompt response.
Due to our business expansion and growth strategy over the past two years, our client base has grown beyond the Spanish jurisdiction into the wider EU region. As such, our partner interactions and consumer insights dictate that we are better placed to provide our trust services from a jurisdiction such as Estonia. In this regard, we would like to obtain a QTSP license for the preservation of electronic signatures and seals in Estonia, that would substitute our Spanish license once the current license term terminates (in November 2024). Consequently, our Spanish license for the preservation of electronic signatures and seals will no longer be operational once we obtain the Estonian one.
In this regard, kindly advise us on the next steps in relation to scheduling an introductory meeting and submitting a formal application.
