The Director-General of the World Health Organization (WHO) presents his compliments

to Member States, Associate Members and regional economic integration organizations, and has

the honour to refer to decision SSA2(5) (2021), which established the Intergovernmental

Negotiating Body (INB) to draft and negotiate a WHO convention, agreement or other

international instrument on pandemic prevention, preparedness and response, with a view to

adoption under Article 19, or under other provisions of the WHO Constitution as may be deemed

appropriate by the INB, as well as decision WHA77(20) (2024), which extended the mandate of

the INB.

Member States are informed that the thirteenth meeting of the INB will be held at WHO

headquarters, Geneva, from 17 to 21 February 2025 in hybrid format. The thirteenth meeting will

open at 09:00 (CET) on Monday, 17 February 2025.

Meeting registration and access

In view of the space restriction in connection with ongoing renovations at WHO

headquarters, up to two persons per delegation are invited to be physically present in the meeting

room at WHO headquarters in Geneva, Switzerland, with other members of the delegation

participating through the virtual platform.

To participate in person, INDICO registration will be required using the following

link https://indico.un.org/e/INB13, no later than 10 February 2025.

To participate virtually, renewed online registration will not be required for the thirteenth

meeting of the INB for Member States who have previously registered for the twelfth meeting of

the INB. In that regard, WHO will consider Member States’ credentials submitted during the

registration process for the twelfth meeting as remaining valid for the purposes of registration for

the INB13, unless informed otherwise by email to [email protected] no later than

10 February 2025.

Member States who did not register for the twelfth meeting or who wish to revise their list

of delegates may send an email to [email protected] no later than 10 February 2025.

To facilitate the processing of requests, Member States are invited to list in the body of the

email, the delegate(s) who should be added in the following format: email address, Member

State, name (first name and surname of the delegate). A note verbale is not required for the

purposes of updating the delegation’s list for virtual participation.

Following registration, a personalized link to access the virtual platform will be sent to

delegates in the days preceding the meeting. Only delegates who have registered before the

Le Directeur général de l’Organisation mondiale de la Santé (OMS) présente ses compliments aux États Membres, aux Membres associés et aux organisations d’intégration économique régionale et a l’honneur de se référer à la décision SSA2(5) (2021) portant création de l’organe intergouvernemental de négociation chargé de rédiger et de négocier une convention, un accord ou un autre instrument international de l’OMS sur la prévention, la préparation et la riposte face aux pandémies, en vue de son adoption au titre de l’article 19 ou d’autres dispositions de la Constitution de l’OMS que l’organe intergouvernemental de négociation jugerait indiquées, ainsi qu’à la décision WHA77(20) (2024), en vertu de laquelle le mandat de l’organe intergouvernemental de négociation a été prolongé.

Les États Membres sont informés que l’organe intergouvernemental de négociation tiendra sa treizième réunion du 17 au 21 février 2025 au Siège de l’OMS, à Genève (Suisse), selon des modalités hybrides. La treizième réunion s’ouvrira le lundi 17 février 2025 à 9 heures (HEC).

Inscription et accès aux réunions

En raison du manque de place dû aux rénovations en cours au Siège de l’OMS, deux personnes au maximum pourront être physiquement présentes dans la salle de réunion au Siège de l’OMS, à Genève (Suisse). Les autres membres de la délégation participeront à la réunion via la plateforme en ligne.

Les États Membres qui se sont inscrits à la douzième réunion de l’organe intergouvernemental de négociation n’auront pas à renouveler leur inscription en ligne pour participer à distance à la treizième réunion. Генеральный директор Всемирной организации здравоохранения (ВОЗ) свидетельствует свое уважение государствам-членам, ассоциированным членам и региональным организациям экономической интеграции и имеет честь сослаться на решение SSA2(5) (2021 г.) об учреждении Межправительственного переговорного органа (МППО) для подготовки и согласования проекта конвенции, соглашения или иного международного инструмента ВОЗ по предотвращению пандемий, обеспечению готовности и принятию мер реагирования в целях его принятия на основании статьи 19 или других положений Устава ВОЗ в зависимости от того, что МППО может счесть уместным, а также на решение WHA77(20) (2024 г.) о продлении полномочий МППО.

Государства-члены настоящим информируются о том, что тринадцатое совещание МППО состоится 17–21 февраля 2025 г. в штаб-квартире ВОЗ, Женева, и будет проводиться в гибридном формате. Тринадцатое совещание откроется в 9:00 (по центральноевропейскому времени) в понедельник 17 февраля 2025 г.

Регистрация и доступ участников

В связи с ограниченным числом свободных помещений ввиду текущих ремонтных работ в штаб-квартире ВОЗ лично присутствовать в зале заседаний в штаб-квартире ВОЗ в Женеве, Швейцария, приглашаются не более двух представителей от каждой делегации; другим членам делегаций предлагается участвовать в работе совещания посредством виртуальной платформы.

Для очного участия в совещании необходимо не позднее 10 февраля 2025 г. пройти процедуру регистрации в системе INDICO по адресу https://indico.un.org/e/INB13.

Для участия в виртуальном формате государствам-членам, которые ранее зарегистрировали делегатов для участия в двенадцатом совещании МППО, не требуется возобновлять онлайн-регистрацию на тринадцатое совещание МППО. Таким образом, если не позднее 10 февраля 2025 г. Государства-члены, которые не регистрировались для участия в двенадцатом совещании или желают внести изменения в список своих делегатов, могут не позднее 10 февраля 2025 г. направить сообщение об этом на адрес электронной почты [email protected]. Для ускорения обработки заявок государствам-членам предлагается указать в тексте электронного сообщения делегата или делегатов, которые должны быть добавлены к списку делегации, по следующей форме: адрес электронной почты, название государства-члена, имя и фамилия делегата. Для обновления списков делегатов, участвующих в работе в виртуальном формате, не требуется представление вербальной ноты.

По завершении процедуры регистрации делегатам за несколько дней до начала работы совещания будет выслана персональная ссылка для подключения к виртуальной платформе. Ссылка будет выслана только тем кандидатам, которые зарегистрировались до истечения установленного срока.

El Director General de la Organización Mundial de la Salud (OMS) saluda atentamente a los Estados Miembros, los Miembros Asociados y las organizaciones de integración económica regional, y tiene el honor de hacer referencia a la decisión SSA2(5) (2021), por la que se estableció el Órgano de Negociación Intergubernamental para redactar y negociar un convenio, acuerdo u otro instrumento internacional de la OMS sobre prevención, preparación y respuesta frente a pandemias (en adelante «el Órgano de Negociación Intergubernamental»), con miras a su adopción en virtud del Artículo 19 o de otras disposiciones de la Constitución de la OMS que el Órgano de Negociación Intergubernamental considere apropiadas, así como a la decisión WHA77(20) (2024), en virtud de la cual se ha prorrogado el mandato del Órgano de Negociación Intergubernamental.

Para asistir por medios virtuales, los Estados Miembros que se inscribieron para la decimosegunda reunión del Órgano de Negociación Intergubernamental no necesitan renovar su inscripción en línea. A efectos de la inscripción para la decimotercera reunión, la OMS considera válidas las credenciales de los Estados Miembros presentadas durante el proceso de inscripción para la decimosegunda reunión, salvo que, a más tardar el 10 de febrero de 2025, se le informe de lo contrario mediante el envío de un correo electrónico a la dirección [email protected].

Los Estados Miembros que no se inscribieron para participar en la decimosegunda reunión o que deseen modificar su lista de delegados pueden enviar un correo electrónico a la dirección [email protected], a más tardar el 10 de febrero de 2025. A fin de facilitar la tramitación de las solicitudes, se invita a los Estados Miembros a que indiquen, en el cuerpo del mensaje, el delegado o delegados que deben añadirse, de acuerdo con el siguiente formato: dirección de correo electrónico, nombre del Estado Miembro, nombre y apellidos del delegado. No es necesaria una nota verbal para actualizar la lista de la delegación para asistir por medios virtuales.

Tras la inscripción, y en los días previos a la reunión, se enviará a los delegados un enlace personalizado para acceder a la plataforma virtual. Este enlace se enviará solamente los a delegados que se hayan inscrito antes de la fecha límite.

Con arreglo a lo dispuesto en la resolución WHA49.9 (1996), y a fin de alcanzar el ODS 5 («Lograr la igualdad de género y empoderar a todas las mujeres y las niñas»), el Director General invita a los Estados Miembros a que traten de que haya equilibrio de género en sus delegaciones.
