Letter of support to CEF application
“Safeguarding Winter Navigation in the
European Maritime Space – WINMOS IV”
Estonian Transport Administration hereby supports the application named “Safeguarding Winter
Navigation in the European Maritime Space – WINMOS IV” for the CEF Transport 2024, the
European Maritime Space (former Motorways of the Sea) Call, proposed by the Estonian State
Fleet, the Finnish Transport Infrastructure Agency, and the Swedish Maritime Administration.
WINMOS IV aims to ensure an efficient and sustainable year-round maritime transport and the
accessibility of ports in the Baltic Sea region by contributing to new icebreakers and modernising
existing ones. Investments in the project will improve sustainability, energy-efficiency, resilience,
and agility of icebreaking fleet and reliability and predictability of icebreaking assistance in the
Baltic Sea. The project will promote use of alternative fuels in maritime transport.
Icebreaking services are important part of the maritime infrastructure and winter navigation in the
northernmost fairways of the European Union and is of utmost importance for intra-European trade
and logistic chains on the trans-European network. The content of the proposal is very relevant,
and the proposed actions will contribute to safe and resilient year-round maritime transport and
security of supply. The project will contribute to carbon neutrality goals of the Member States of
Estonia, Finland, and Sweden, the EU, and the logistic chains in the Baltic Sea.
Estonian Transport Administration therefore strongly supports the actions of WINMOS IV.
