The Secretariat of the WHO Framework Convention on Tobacco Control (Convention

Secretariat) presents its compliments to the Permanent Mission of the Republic of Estonia to the

United Nations Office and other international organizations in Geneva and has the honour to refer

to decision FCTC/COP7(23) establishing a process and methodology with respect to any Party that

is in arrears in payment of its Assessed Contributions (AC).

Any Party that is considered in arrears in the payment of its AC is invited to clear its arrears

or to submit, through the Convention Secretariat, to the Bureau of the Conference of the Parties

(COP) to the WHO Framework Convention on Tobacco Control (WHO FCTC), by 31 March 2025,

a plan for making payments to clear the arrears.

As per decision FCTC/COP7(23), the Bureau of the COP will consider the plan submitted by

the Republic of Estonia and make a recommendation to the COP. Should the Bureau not be

satisfied with the plan or if no plan was submitted by the above deadline, it may recommend to the

COP to apply the measures available in decision FCTC/COP10(17).

The statement of accounts for the Republic of Estonia indicates an outstanding amount of

US$ 4 452 as shown in the Annex to this note verbale.
