Department of Political and Peacebuilding Affairs welcome you to the UN Field Operations Security Management Programme (UNFOSMP) 2025. UNFOSMP will be held as a hybrid iteration including online self-study phase (Foundation Course), instructor-led online phase (Basic Course) and residential phase (Advanced Course). In 2025 there will be two UNFOSMP Programmes; UNFOSMP 1/2025 will be in the Spring (Advanced Course at FINCENT, Helsinki Finland). UNFOSMP 2/2025 will be in the Autumn (Advanced Course at UNON, Nairobi Kenya).
This Invitation to Apply covers the UNFOSMP 1/2025.
1 Introduction
The UN Field Operations Security Management Programme (UNFOSMP), former United Nations Peace Operations Security Management Course (UN POSMC), was originally developed collaboratively between the Finnish Defence Forces International Centre (FINCENT), the United Nations Department of Safety and Security (UNDSS) and the Department of Peace Operations (DPO). In 2023 the United Nations Department of Political and Peacebuilding Affairs (UNDPPA) joined the initiative as a partner. The first pilot-course was conducted at FINCENT in 2019.
2 UN Field Operations Security Management Programme (UNFOSMP)
2.1 Purpose and Aim
The objective of UNFOSMP is to equip military, police, and civilian personnel with the necessary skills for managing security-related interactions and collaborations among various elements of UN Field Operations and other UN entities. UNFOSMP aims to augment participants' knowledge and critical comprehension of security as an integral and essential aspect of operational capabilities, emphasizing its integrated processes within a multinational peace operation context. The training focuses on fostering an understanding of the roles, responsibilities, and collaboration among military, police, and civilian actors from UN System Organizations engaged in security matters and processes within multidimensional UN Peace Operations, UN Country Teams and other UN entities in the Field.
The primary aim of UNFOSMP is to encourage heightened collaboration among security stakeholders in UN Field operations. It strives to improve the understanding and application of security policies and procedures, ultimately resulting in an enhanced level of safety and security for UN personnel and facilitating the effective implementation of mandates.
This Programme is designed for UN system security personnel, UN Civilians personnel, Military and Police who are or are expected to play a role or work in the UN Security Management System at an operational (Sector, Bde/Security Area) level. Additionally, the course is also meant for strategic

(Mission/Designated Area) level personnel in UN Field Operations, and for those in analysis, planning, operational or intelligence roles, or those in management or leadership roles where they interact and co- operate with different actors in the field of security management.
Upon completion of the programme, the learner:
1. Knows and understands the UN system actors and mandates and is able to identify UN actors and main security practices (Foundation Course)
2. Understands UN Security Management System (UNSMS) and is able to participate in Security Cell and own component’s security management supporting activities (Basic Course)
3. Is able to apply UNSMS policies and practices, and cooperate in all aspects of UN security management planning and cooperation activities in UN field operations (Advanced Course)
2.2 Concept of the Course
The programme will be conducted in the Finnish Defence Forces Moodle Learning Management System's platform (PvMoodle) supported by Zoom online conference meetings.
The programme is a combination of online- and residential activities. The pre-learning, self-study phase (UNFOSMP Foundation Course) must be completed before applying to the instructor-led online phase (UNFOSMP Basic Course) and further to instructor-led residential phase (UNFOSMP Advanced Course).
Didactical approach: The programme uses a broad range of interactive and peer-learning methods, as well as innovative digital tools to cater to different learning styles. It aims at building on the experiences and knowledge of the participants and places their contributions at the entre.
The programme consists of three courses which you can complete separately before applying and entering to next course.
3 Course Presentation and Methods of Studying
3.1 UNFOSMP Foundation Course is open 24/7/365
UNFOSMP Foundation course (self-study online) is open for studies 24/7/365. Foundation Course is open for anyone without an application process. There is no fee for the Foundation Course. Instructions for registering to the course can be found below.
This self-paced Foundation Course comprises of eight mandatory courses and self-studies. They require approx. 1-5 hours each to be completed. All following e-learning courses and activities must be successfully completed in order to be eligible to apply to the UNFOSMP Basic Course.

3.2 UNFOSMP 1/2025 Basic Course

There is no course fee for the Basic Course.
3.3 UNFOSMP 1/2025 Advanced Course

Advanced Course is held at FINCENT, Helsinki, Finland. Course fee for the Advanced Course is 650€/student. Qualified students will get more practical information about the course in a later date.
4 Key Actions and Application Timetable
1) Accomplish UNFOSMP Foundation Course in PVMoodle before applying to UNFOSMP Basic
and Advanced Courses. The certificate of successful studies of Foundation Course will be available at the end of the Foundation Course and must be attached to the application to UNFOSMP 1/2025. 2) Send your application to UNFOSMP 1/2025 (Basic and Advanced Course) no later than 7 March 2025 via link: https://www.lyyti.in/1-2025-UNFOSMP-BASIC-ADVANCED All course applications must be filled out through our application system LYYTI. Application sent via email are not valid. The link is open until 7 March 2025. Selected learners for the Basic Course will be informed by mid-March.
5 Course Confirmation
A course confirmation will be sent to the qualified learners for Basic and Advanced Course. The Basic Course self-study material will be available online for the approved learners at the same time as the information on the qualification arrives. General information about the programme, travel arrangements, accommodations etc. will be included in the course confirmation.
