1. 1. Ingredients used in the manufacture of e-liquids must not pose a risk to human health when consumed under the conditions specified by the manufacturer. Each ingredient and its quantity must be listed in a notification submitted to the Health Board.

2. 2. Glycerol and propylene glycol are commonly used carriers and are permitted as long as their use complies with safety requirements. The use of pH regulators depends on their compliance with the applicable safety standards and regulations.

3. 3. According to § 8¹ (2) of the Tobacco Act, e-liquid shall not contain the following substances:

• * vitamins or other additives that create the impression that a product has a health benefit or presents reduced health risks;

• * caffeine, taurine or other additives and stimulant compounds that are associated with energy and vitality;

• * additives having colouring properties for emissions;

• * substances that pose a risk to human health in heated or unheated form, except for nicotine;

• * flavourings, except for the taste and smell of tobacco and menthol.

4. 4. The use of specific substances such as 2-isopropyl-N,2,3-trimethyl butyrate (CAS 51115-67-4) depends on their toxicological properties and risk assessment.
