Dear NSA colleagues,

Having regard to Commission Implementing Regulation (EU) 2019/317, Annex VI, (2)(2.1)(b) and the annual monitoring of 2024 actual performance, we would like to provide you with information on the submission of EoSM data for the Safety KPA.

As with the previous monitoring cycle, a dedicated template in the form of a questionnaire (attached) is to be used for the purpose of collecting ANSP-level EoSM responses. Please ensure that the attached version of the template has been used. Note that this template is the same as last year.

NSAs are advised to make use of this questionnaire as part of their monitoring tasks and to request the ANSPs concerned to populate it with responses. ANSPs should submit their responses to their competent NSA, enabling the NSA to further submit this data by 1 February 2025, as required under Commission Implementing Regulation (EU) 2019/317. We would ask NSAs to submit the data to [email protected] (in copy: [email protected] and [email protected]).

As a final step, NSAs should thoroughly review the submitted ANSP-level EoSM responses during the intervening period from 1 February 2024 to 1 June 2025, making use of intelligence gained during oversight inspections to validate the data.

NSAs should report the validated EoSM data and the related observations as part of the annual monitoring reports to be submitted to the Commission by 1 June 2025, in accordance with Commission IR 2019/317 Article 37(1). Moreover, NSAs are advised to submit by e-mail the validated ANSP EoSM questionnaires no later than 1 June 2025. The validated data should clearly include the relevant NSA comments, any corrections, and the final verified level per question.
