Dear Colleagues,
The aim of the information day is to familiarise potential applicants with the Knowledge
for Action in Prevention and Preparedness (KAPP) call for proposals and to provide
useful guidance on the preparation of applications for this call, which will be published
on 23 January 2025.
The agenda and other practical details on the live streaming event will be available on the
Knowledge Network.
The KAPP call for proposals will be published on the Commission’s Funding & Tenders
Portal, as well as in the Union Civil Protection Knowledge Network website.
The KAPP call for proposals aims to identify projects strengthening cooperation among
eligible countries on disaster prevention and preparedness, as well as providing a testing
environment and a learning opportunity for all actors involved in civil protection
assistance interventions, through full-scale field exercises. This approach is structured

around two topics, namely, Prevention and Preparedness projects and Full-Scale
Exercises.
Prevention and Preparedness projects focuses on enhancing collaboration and
cooperation on these phases of the DRM cycle among Member States and between the
UCPM and third countries. These projects should seek to strengthen efforts in preventing
disasters while improving the overall preparedness of the UCPM, its stakeholders, and
the wider population. Through initiatives that address both ongoing challenges and
emerging systemic issues, these projects should aim to build resilience and foster a more
coordinated response framework. This topic comprises four priorities, namely, improving
risk assessment, anticipation, and disaster risk management planning; increasing risk
awareness and preparedness of the population; enhancing early warning and ensuring a
robust civil protection system by strengthening institutional preparedness and individual
capacity.
The Full-Scale Exercises topic focuses on simulating real-life emergencies, through
which the participants can test, practise and review procedures in a realistic setting. The
UCPM full-scale exercise projects also include all the preparatory actions as well as
activities after the exercise to build on the learning.
All KAPP call topics support the implementation of the Union disaster resilience goals.
