We invite applications for relevant engagement with U.S. counterparts in a variety of security sectors, both public and private, ranging from diplomacy to defense, border security, trans-national crime, and intelligence. BASE support decisions would normally require that sponsoring ministries, individual participants, and other partners each fund some portion of the cost of program attendance.
Institutionalization of support for junior diplomats and other security professional training
Baltic-American Security Exchange Program
The objective of the Baltic-American Security Exchange (BASE) is to support national security enhancement efforts by the three Baltic states, consistent with the mission of the Baltic-American Freedom Foundation and based on an unwavering commitment by the United States to Baltic security.
Funded projects will facilitate the exchange of critical knowledge and establish useful contacts between Baltic and U.S. security experts and make other tangible contributions in Estonia, Latvia, and Lithuania.
Proposals may be initiated by Baltic or U.S. entities, whether private or public, either individually or in collaboration, with project priorities including Baltic-based civil preparedness initiatives, institutionalized support for junior diplomats and other security professional training, and high-visibility Baltic conferences.

“The Baltic-American Security Exchange (BASE) Program addresses a key element of the BAFF Mission of deepening the ties among Estonia, Latvia, Lithuania, and the United States based on shared democratic values. Democracies must protect the freedom and security of their people. Continuing a longstanding American commitment to the Baltic region, the Baltic-American Freedom Foundation (BAFF) mission is to deepen the ties between and among Estonia, Latvia, Lithuania, and the United States through programs of education and exchange centering on economic growth and democratic values.
Particularly would like to highlight Baltic-American Security Exchange program (BASE) with the application deadline approaching – February 1st, 2025. The objective of the Security Exchange is to support national security enhancement efforts by the three Baltic states consistent with the mission of the Baltic American Freedom Foundation and based on an unwavering commitment by the United States of America to Baltic security.
Funded program projects will facilitate the exchange of critical knowledge and establish useful contacts between Baltic and U.S. security experts and make other tangible contributions in Estonia, Latvia, and Lithuania aimed at advancing resilient and stable societies, designed to address appropriate national security concerns.
