Dear Ms Agnieszka Hypsior, a described product can be determined as a chemical, which has to comply to Estonian Chemicals Act, Atmospheric Air Protection Act, Product Conformity Act and to European Union law: REACH Regulation and CLP Regulation. Provisions of REACH a CLP Regulations. Depending on the composition of a chemical there might be a need to compose a safety data sheet (SDS) and to label the product with compulsory labeling elements (hazard pictograms, hazard statements etc). Some substances are prohibited to be used in chemicals for public use. Such restrictions are listed in Annex XVII of the REACH Regulation. If your chemical contains restricted substances, then the product may be made available on Estonian Market only in wholesale trade and by way of cashless transactions (Chemicals Act § 14. ) Atmospheric Air Protection Act § 114 sets out requirements for labelling of paints and other coating materials containing volatile organic compounds: The following information shall be appended to the labelling of the products: 1) the subcategory of the product and the limit values of volatile organic compound content in grams per litre corresponding to the subcategory; 2) the maximum volatile organic compound content in grams per litre of the product in a ready to use condition which contains solvents or other components containing solvents. I am writing to you on behalf of ŚNIEŻKA Company from Poland. We are the manufacturer of paints, varnishes, renders etc. We would like to place new product on Estonian market. Could you determine, if this product with the following intended use, must fullfill special requirements acc. to builing regulation (expecially domestic (Estonian) requlations): A primer enamel for anti-corrosion protection and decoration painting of steel and cast iron for exterior use. The product is perfect as a new coat or for renovation of old paint coats. Highly recommended on fences, gates, doors, railings, transport vehicle structures, farming machines, industrial machinery and equipment, motor vehicle details, etc. Do not use the product on elements that come into direct contact with food and metal floors, stairs and passageways I would be grateful for your help.
