Subject: Mid-Term Review allocations to your BMVI and ISF Programmes
Dear Mr Miilits,
Article 17(2) of the Asylum Migration and Integration Fund (AMIF) Regulation (1),
Article 14(2) of the Border Management and Visa Instrument (BMVI) Regulation (2) and
Article 14(2) of the Internal Security Fund (ISF) Regulation (3) establish the condition
under which an AMIF, BMVI or ISF programme, respectively, can qualify for the
additional mid-term review allocations referred to in point (b) of Article 13(1) of the AMIF
Regulation, point (b) of Article 10(1) of the BMVI Regulation and point (b) of Article
10(1) of the ISF Regulation, respectively.
The Commission has carried out an assessment of the fulfilment of such condition in
relation to your AMIF, BMVI and ISF programmes. You can find in Annex 1 of this letter
the additional indicative mid-term review allocations to those programmes for which your
Member State has qualified. Those allocations have been established based on the criteria
and the reference years set out in Annex I of the AMIF, BMVI and ISF Regulations. They
are attributed to the years 2025, 2026 and 2027 and are intended to be formally adopted
soon through a Commission Adopting Decision.
Where applicable, your AMIF, BMVI and ISF programmes will have to be amended to
integrate the respective mid-term allocations. The Commission is in parallel intending to
allocate funding from the AMIF and BMVI Thematic Facilities to Member States, to
support their efforts in implementing the Pact on migration and asylum and hosting
displaced persons from Ukraine. To minimise the administrative and procedural burden,
we envisage to combine the programming of these amounts with the programming of the
mid-term allocations for which you qualify, i.e., to cover both within one single
