To whom it may concern

This is to confirm that the Estonian Transport Administration, under the authority of regulation II-

2/1.4.1 of SOLAS 74, exemts the M/V STAR (IMO 9364722) while operating on route Paldiski-

Kapellskär-Paldiski from the application of requirements II-2/19.3.10.1 in respect of deck 5 under

following conditions:

1. 3 meters separation between the stowage of Dangerous Goods and the entry to a closed ro-

ro space on deck 5;

2. All 6 exhaust fans on the forward end of deck 5 are reversed to create an overpressure area;

3. Installation of a suitable and approved spill barrier across deck 5 whenever it is loaded with

dangerous cargo (relevant entry in log-book);

4. Entire under deck space is covered with drenchers providing a water curtain between

transition from open deck to underdeck;

5. Fire foam monitors of sufficient capacity are placed on the deck above the deck with

Dangerous Goods so they would be looking down over the proposed open deck space;

6. CCTV – There are cameras covering the proposed area;

7. Risk Assessment;

8. Master’s standing orders for further mitigating actions if/when leakage of dangerous

vapors is detected;

9. Emergency preparedness plans shall cover this scenario as well and;

10. Preparation of Hazardous Area plan indicating the above mitigating equipment and

revision of other relevant plans as necessary.
