Please, note that the amendments to the Tobacco Act (§ 104) and the Statutory Fees Act (§ 2984) entered into force on 01.01.2025.
§ 2984 of the Statutory Fees Act. Notification of tobacco products and products related to tobacco products
(1) A statutory fee of 5000 euros is paid for consideration of a notification of tobacco products and products related to tobacco products.
(2) A statutory fee of 740 euros is paid for amendment of a notification of tobacco products and products related to tobacco products.
(3) A statutory fee of 100 euros per year is paid for publication and storage of a notification of tobacco products and products related to tobacco products.
So, the first step is to pay a statutory fee of 5000 euros for a new notification submitted through the EU-CEG portal. The assessment of a notification will begin after the statutory fee has been received in the account of the Ministry of Finance. The Health Board will send an e-mail confirming that the statutory fee has been received and the assessment of the notification will begin. If a notification complies with the Tobacco Act, for which the Health Board will send a confirmation e-mail, the next step is to pay a statutory fee of 100 euros for publication and storage of a notification. Thereafter, a notification will be published on the website of the Health Board.
In the case of statutory fees, the Health Board does not send an invoice.

We are a trades company based in Germany and we are planning to import premium cigars to the Estonian market. We already have our EOID registration for the ID Issuer but cannot find sufficient information on weather there are any fees for the EU-CEG registration.
Can you please give us more details about that?
If you are not the authority who is responsible for these registrations, could you please let me know whom we should address.
