Dear Minister of Justice and Digital Affairs,
Ms. Liisa-Ly Pakosta
The Network of Councils for the Judiciary (ENCJ) unites the Councils for the Judiciary in the EU. It
reinforces an independent yet accountable judiciary and promotes best practices to enable the
judiciary to deliver timely and effective justice for the benefit of all.
The ENCJ became aware of the draft legislation aimed at establishing the Council for the Judiciary in
Estonia and welcomes this initiative of great importance as Councils for the Judiciary greatly
contribute to promoting and ensuring judicial independence.
If you deem it worthy, the ENCJ would be pleased to assist you in this task by offering its expertise and
assistance in ensuring that the legislative provisions align with the European standards applicable to
the Councils for the Judiciary and judiciary in general. Especially, the composition of the Council for
the Judiciary is a fundamental aspect requiring careful consideration when the Council for the Judiciary
is being set up.
If you believe a meeting would be a good way to discuss this matter further, we would be happy to
oblige, as the ENCJ is looking forward to welcoming a new member to the community.
Thank you for your attention.
I look forward to your response.
Sincerely yours,
Madeleine Mathieu
President of the ENCJ
