Subject: nquiry Regarding E-Justice Platform Data for Academic Research
To: <central.authority@just.ee>

Dear ,

I hope this email finds you well. My name is Amal Bedghiou, and I am a postdoctoral researcher specializing in the impact of information and communication technology (ICT) on the justice sector. I am currently studying at Roma Tre University in Italy and conducting a comparative study on the Italian Processo Civile Telematico (TOL) and the Estonian e-File platforms. My aim is to analyze their governance models, adoption processes, efficiency gains, and overall impact on judicial administration.

To support my study with accurate and up-to-date information, I would greatly appreciate it if you could provide insights on the following questions:

1. Budget and Costs

  • What is the total budget allocated for the development and maintenance of the platform since its launch?
  • How is the platform funded? Does it rely solely on government funding, or are there additional partnerships?
  • What are the annual operational and maintenance costs of the platform?
  • Are there any fees that users (judges, lawyers, or citizens) must pay to access electronic justice services?

2. Number of Processed Cases

  • How many cases have been processed through the platform since its launch?
  • Could you provide annual statistics on the number of cases handled electronically?
  • What percentage of cases are processed digitally compared to traditional methods?
  • Are there specific categories of cases that must be handled exclusively through the platform?
  • How many cases were processed in the three years prior to the platform’s official adoption?

3. User Experience and Satisfaction

  • Has there been an official assessment of user satisfaction with the platform?
  • What are the main challenges or complaints reported by users?
  • Have there been any major updates or improvements based on user feedback?
  • Does the platform provide technical support for users? If so, how responsive is it?

4. Technology Adoption and Platform Development

  • When was the platform first conceptualized, and when did its use become mandatory?
  • What are the most significant technological updates made since its launch?
  • How well does the platform integrate with other judicial or governmental systems?
  • Are there any future plans to expand or upgrade the platform’s functionalities?

5. Governance and Security

  • Which entity is responsible for managing and maintaining the platform?
  • What security measures are in place to ensure data protection and privacy?
  • Does the platform use encryption or blockchain technology to secure transactions?

Your assistance in answering these questions would be invaluable to my research. If any official reports or statistical documents are available, I would be grateful if you could share them with me. Additionally, if there is someone else within your organization who could provide further details, please let me know.

Thank you very much for your time and support. I look forward to your response.

Best regards,
Amal Bedghiou
