Our regulation is tariff-based, meaning we publish all approved tariffs on our website, but not the allowed sales revenue (revenue cap) on the basis of which the tariffs were calculated. There is no validity period for approved tariffs in the current legislation, meaning the tariffs are valid until the network operator submits a new application. For some smaller DSO’s the tariffs have remained unchanged for almost 10 years.

The actual sales revenues are available in the annual reports (in Estonian) published in the e-Business Register (Äriregister, https://ariregister.rik.ee/eng). Our largest distribution network operator is Elektrilevi OÜ (owns over 90% of the distribution network) and the only transmission network operator for gas and electricity is Elering AS. Estonian Competion Authority (ECA) does not have a database with network operators actual sales revenues.

According to the Unfair Competition Prevention and Protection of Business Secrets Act, ECA considers the allowed sales revenue used to calculate the tariffs to be a business secret of the network operators and ECA cannot disclose this data without the consent of the operators. ECA has already asked the permission to publish allowed revenue of Elektrilevi OÜ but as for TSO (Elering AS) it has not been done.

Latest tariff approval for Elektrilevi OÜ was in June of 2024 and allowed sales revenue used to calculate the currently valid tariffs is  298 278 TEUR. According to the annual reports published in the e-Business Register, the actual sales revenue of Elektrilevi OÜ from electricity distribution was 272 048 TEUR in 2023 and 227 168 TEUR in 2022. Actual sales revenue of TSO Elering AS from electricity transmission was 92 339 TEUR in 2023 86 385 TEUR in 2022. Deadline for the annual reports of 2024 is 30^th of June.

Dear sir/madam

I’m trying to find information on revenues and revenue caps for the regulated electricity grid operators in Estonia, both for Distribution System Operators and Transmission System Operators.

The Energy Regulator in Sweden, where I live, the Swedish Energy Markets Inspectorate, publish both an excel data set on the actual revenues of regulated grid operators in Sweden annually, and the set revenue cap for the same entities over the next regulatory period.

I’m looking to find the corresponding figures for Estonia, but I’m struggling to find it on your website, so I’m writing to you to see if you can point me to such data. I’m primarily looking for the aggregate total figures.
