Dear Minister,
The last revision of our regulatory framework on public procurement dates back to 2014. However, the world has changed in the last decade, and we have set new strategic objectives since then. A new revision is therefore indispensable to address the new economic, geopolitical, and climate-related challenges.
This is why President von der Leyen announced in the Political Guidelines for this term that revising the existing public procurement rules will be one of the Commission's priorities during this legislature. In this context, I would like to invite you to share your thoughts and suggestions with me, so that we can ensure that the revision proposal the Commission presents meets the needs of contracting authorities and contributes to achieving our political objectives.
I see two main objectives for this revision.
First, we need a major simplification of public procurement to enhance clarity. How can we reduce the complexity of the rules and the administrative burden? What processes can be made more efficient or accelerated? What support measures, training, and exchange of best practices could be put in place?
Second, how can we ensure that our rules turn public procurement into a tool for steering investment? I am thinking of criteria related to sustainability, social clauses, and the challenge of resilience. How can we ensure that these criteria are better integrated into public procurement procedures, while guaranteeing simple and legally sound processes? How and in what cases should we ensure European preference?
I am deeply committed to co-construction.

I want local and regional authorities to play an active role in the revision process, in defining needs and concrete solutions. Local and regional authorities are the primary users of public procurement. Beyond the consultation we will undertake with the Committee of the Regions, I hope that your proposals will already benefit from their input.
Our goal is to make the public procurement processes more strategic and resilient, more efficient and competitive. I thank you in advance for your ideas and suggestions in the process of developing our new rules.
