In this letter, we appeal to You to convey an invitation to Estonian sportsmen and Martial
Art organizations to participate in the 19th World Championship in Military Sports All-
Round Competition (place: Poland, Wroclaw, date: 14.11-16.11.2025), held in 2025 year
by the Public Union “International Organization of Military and Sports All-Around
Competitions”. (Rules and regulations are in Appendix).
Competitions are held in a combative double (double-event):
1st Section - “Shooting” (with a pneumatic rifle from a distance of 10 m. to the target);
Second Section - All-Styles Fighting (in different versions: from light to full-contact
versions, and two contactless versions: “Self Defense” and “Kata”).
In these competitions, different organizations and sportsmen could participate: cadets of
military schools, professional military, police officers, secure service staff, etc. (to check
the level of their preparation) and any Sports organization (for improving their fighting
skills).
For example, all National Federations of Martial Art (Karate, Kick Boxing, Taekwondo,
Hand-to-hand fighting, MMA, Combat Sambo, Sambo, UFC, Jiu-Jitsu, Krav Maga, Aiki-
Do, Pahumse, Tuli etc.) can participate in the World Championship in Military Sports All-
Round Competition.
Detailed proposition, in what section to participate, for the different National Martial Art
Organizations is in attached file.
In addition, an interested Sports organization can obtain a license for the development of
this kind of sport in Estonia.

CERTIFICATE
The Public Union "International Military All-Around Combat" (MSAC) was established
in 2005 and is included in the list of international sports federations of which the Ukrainian
Federation is a member (Order of the Ministry of Sports and Youth of Ukraine No. 3751
dated 11.11.2014).
From 2019 to the present, Volodymyr Levin has been the President of the International
Military All-Around Combat Centre (MSAC).
Since 2005, 8 European Championships, 12 international tournaments and 16 World
Championships have been held. During this time, athletes from 46 countries took part in
international competitions in Ukraine.
In 2021, more than 400 athletes from 27 countries took part in the World Championships
held in Kharkiv (USA, Canada, Nigeria, Lithuania, Côte d'Ivoire, China, Kyrgyzstan,
Canada, India, Kazakhstan, Egypt, Ghana, Burkina Faso, Albania, Vietnam, Benin,
Uzbekistan, Japan, Central Africa, Turkey and Ukraine).
In 2023, over 250 athletes from 16 countries (Ukraine, Germany, Poland, Ghana, Latvia,
Uzbekistan, Benin, Nigeria, Canada, Kyrgyzstan, Pakistan, Armenia, India, Sierra Leone,
Ireland, and Egypt) took part in the World Championships in Wroclaw, Poland.
In 2024, 300 athletes from 19 countries are expected to take part in the 18th World
Championships to be held in Wroclaw: Ukraine, Poland, Germany, Ireland, France, Latvia,
Lithuania, Georgia, Kyrgyzstan, Armenia, Bangladesh, Italy, Hungary, Norway, Uganda,
Uzbekistan, Nigeria, Tajikistan, India.
All winners will receive certificates and medals, and the champions in B-3 (full contact) in
each weight category will receive the MSAC champion belt, provided that they have at
least five opponents from different countries.
Combat fighting competitions are held in two sections:
- All-style fighting; - Shooting.
All-style combat is held in the following versions:
B-1 - light contact; All types of martial arts where there is a stop after an effective action
(Karate, Kick Boxing, Taekwondo, Hand-to-hand fighting) can take part. Knockdown or
knockout is prohibited.
B-2 - metered contact; It is carried out without stopping time, controlled force punches,
kicks and throws that do not lead to knockout are allowed, fighting in the ground for up to

20 seconds, all types of martial arts where there is a punching and throwing technique
(mixed martial arts, kick boxing, karate, MMA, hand-to-hand combat, combat sambo, etc.)
B-3 - full contact; Conducted without stopping the time, punches, kicks and throws are
allowed without limitation of force, without knees and elbows that can lead to a knockout,
fighting on the ground for up to 20 seconds, all types of martial arts with striking and
throwing techniques can take part (Mixed Martial Arts, Kick Boxing, Karate, MMA, Hand-
to-hand combat, Combat Sambo, etc.)
B-4 - full contact (the same as in version B-3, but allowed with knees and elbows to the
body) (Mixed martial arts, kick boxing, MMA, UFC, hand-to-hand combat, combat sambo,
etc.)
B-5 - Pair demonstration of self-defense techniques; Each participant must demonstrate
self-defense techniques firstly using the first half of the techniques against unarmed attacks
and then the second half of the techniques against unarmed attacks, in the following order:
for ages 6 - 7, 8 - 9 - four techniques;
for ages 10 - 11, 12 - 13 - six techniques; for ages 14 - 15, 16 - 17 - eight techniques; for
the age of 18 and over - ten techniques; All martial arts with self-defense demonstrations
are welcome to participate. Jiu-Jitsu, Krav Maga, Karate, Hand-to-hand combat, Aiki-Do,
etc.
B-6 - demonstration of formal technical complexes (Kata, Pahumse, Tuli).
Demonstrations of traditional formal technical complexes representing different styles of
martial arts in individual performance without weapons.
The main principle in evaluating such performances is not to analyze intra-style mistakes,
but to identify mistakes inherent in all styles (impaired coordination of movements,
stability, balance, lack of concentration in movements, imbalance of the center of gravity,
lack of concentration of force and control of actions, lack of fighting spirit, breathing, as
well as gaze, facial expressions, rhythm, pronounced style handwriting, etiquette,
simplicity or complexity of the technique).
All martial arts that have formal technical complexes (Kata) are eligible: Karate, Kung Fu,
Taekwondo, etc.
Shooting is carried out with an air rifle at a distance of 10 m at a target and is carried out
with three shots lying down from a rest
We are the only international organization that unites various martial arts into a
separate sport. During international competitions, athletes in various martial arts can
realise their potential by becoming a world champion and raise their ranking. If you
wish, you can obtain licenses for the right to develop the sport in your country and a
simplified procedure for re-certification for a Black Belt in our sport, with the right
to conduct certification in your country. You can improve your status by taking
advantage of new opportunities and global trends.
The convenient location of the World Championship in Poland allows European teams to
join the competition. A wide variety of opportunities allows you to realize yourself in our
sport and become the best, both as an athlete and as a president.

REGULATIONS
of World Championship in Military Sports All-Around Championships
(adults, juniors, senior men, boys, juniors and children)
1. Goals and objectives
The World Military Combined Events Championships (adults, juniors, senior men,
youths, juniors, and children) (from now on referred to as the World Championships)
will boost the development of military combined events worldwide.
The main objectives of the competition are
- opularization of military sports all-around events;
- raising the level of sportsmanship;
- strengthening friendly relations between countries.
2. Dates and venue of the competition
The World Championship occurs from 14 to 16 November 2025 in Wroclaw, Poland.
Venue:
All-style fighting section: WKS Śląsk Wrocław - Taekwondo Olimpijskie, vul.
Racławicka 62, 53-146 Wrocław, Poland.
Section ‘Shooting’: Liga Obrony Kraju, ul. Świdnicka 28. Wrocław, Poland.
Accommodation: 13-16 November 2025, Traffic Hotel, Świdnicka 28, 50-029
Wrocław, Poland.
3. Organisation and management of the competition

The organizers are: the International Organisation of Military Sports All-around
Competitions( referred to as the International Union), MSAC Poland, the Ministry
of Sport and Tourism of Poland, the City of Wroclaw (Poland), the League of
Obrony Kraju Biuro Dolnośląsko-Opolskiego Zarządu Regionalnego we Wroclawiu,
the Wroclaw branch of the NGO Association of Ukrainians in Poland.
The World Championship is organised by: The International Union, the International
Union's judging panel.
The person responsible for the participants' compliance with the relevant sanitary and
anti-epidemic measures is the chief judge of the competition, Andrii Suprunov.
4. Competitors
National teams of countries are allowed to participate in the competitions in
accordance with the Regulations of the World Military Sports All-Around
Championships (adults, juniors, senior men, boys, young men and children) of the
International Union (hereinafter referred to as the Regulations).
Technical fee for the competition:
- adults, youths, juniors (10 years and older) - 60 euros for each version, the fifth
and subsequent versions are free of charge. For participation in version B4 (adults)
80 euros;
- children (9 years old and younger) - 50 euros for each version, the fourth and
subsequent versions are free.
In case of online registration and payment of the participation fee before 1 August
2025, the cost of participation in each version is reduced by 10 euros.
The pre-paid fee is not refundable in case of a no-show of an athlete or team.
5. Nature of competition
Individual competitions are held in the discipline ‘Combat Combat’ by the rules of
competitions in military sports all-around competitions of the International Union by
versions:
B-1 - light contact;
B-2 - metered contact;
B-3 - full contact (without knees and elbows);
B-4 - full contact (with knees and elbows to the body);
B-5 - demonstration of self-defense techniques;
B-6 - demonstration of formal technical complexes;
B-7 - wrestling.

Only adult men declared in one of the last three weight categories can compete in
the absolute weight category.
Girls and women cannot compete in full-contact competitions (versions B-3, B-4).
Athletes aged 14 with at least the second sports category can participate in B-3
competitions.
Athletes from the age of 18 who have at least the first sports category are allowed to
participate in competitions according to the B-4 version.
In B-5 and B-6 competitions, athletes compete in their age categories without regard
to weight.

8. Safety and preparation of sports facilities
During the competition, it is the responsibility of coaches and participants to comply
with the requirements of the underlying safety measures. During the competition,
each participant takes the necessary safety measures on his own and takes full
responsibility for his actions. Failure to comply with the safety requirements during
the competition entails liability under suspension from the competition and sports
disqualification inclusive.
9. Conditions for awarding championship titles and winners and laureates
Winners and prizewinners are determined in all age groups, weight categories,
disciplines and versions in accordance with the rules of the International Union's
military sports all-around competitions.
Competitors who take 1st, 2nd, 3rd places are awarded with certificates and medals
of the appropriate degrees of the International Union.
The champions among adults in B-3 (full contact) version in each weight category
will be awarded the MSAC champion belt, provided that there are at least 5
competitors from different countries.
The champions among adults in B-4 (full contact) in each weight category will be
awarded a cash prize of 100 euros, provided that there are at least 5 opponents from
different countries.
10. Conditions for financing the competition and material support of
participants
All expenses related to the organization and conduct of the competition, except for
insurance, are covered by the cooperation of the finances of the participating

organizations and the organizers of the competition. Travel expenses for athletes,
coaches, referees, and team representatives are covered by the sending organizations.
11. Deadlines and application procedure for participation in the competition

To pass the mandate commission, the following under-documents are submitted:
application certified by a doctor, passport (birth certificate) or other identity under-
document, insurance policies.
The terms of the insurance contract must cover participation in sports competitions.
Only participants who have confirmed their participation on time will be under
permitted to participate in the competition.
This provision constitutes an official invitation to participate in the competition.

Championships have been held. During this time, athletes from 46 countries took part in
international competitions in Ukraine.
In 2021, more than 400 athletes from 27 countries took part in the World Championships
held in Kharkiv (USA, Canada, Nigeria, Lithuania, Côte d'Ivoire, China, Kyrgyzstan,
Canada, India, Kazakhstan, Egypt, Ghana, Burkina Faso, Albania, Vietnam, Benin,
Uzbekistan, Japan, Central Africa, Turkey and Ukraine).
In 2023, over 250 athletes from 16 countries (Ukraine, Germany, Poland, Ghana, Latvia,
Uzbekistan, Benin, Nigeria, Canada, Kyrgyzstan, Pakistan, Armenia, India, Sierra Leone,
Ireland, and Egypt) took part in the World Championships in Wroclaw, Poland.
In 2024, 300 athletes from 19 countries are expected to take part in the 18th World
Championships to be held in Wroclaw: Ukraine, Poland, Germany, Ireland, France, Latvia,
Lithuania, Georgia, Kyrgyzstan, Armenia, Bangladesh, Italy, Hungary, Norway, Uganda,
Uzbekistan, Nigeria, Tajikistan, India.
All winners will receive certificates and medals, and the champions in B-3 (full contact) in
each weight category will receive the MSAC champion belt, provided that they have at
least five opponents from different countries.
Combat fighting competitions are held in two sections:
- All-style fighting; - Shooting.
All-style combat is held in the following versions:
B-1 - light contact; All types of martial arts where there is a stop after an effective action
(Karate, Kick Boxing, Taekwondo, Hand-to-hand fighting) can take part. Knockdown or
knockout is prohibited.
B-2 - metered contact; It is carried out without stopping time, controlled force punches,
kicks and throws that do not lead to knockout are allowed, fighting in the ground for up to

20 seconds, all types of martial arts where there is a punching and throwing technique
(mixed martial arts, kick boxing, karate, MMA, hand-to-hand combat, combat sambo, etc.)
B-3 - full contact; Conducted without stopping the time, punches, kicks and throws are
allowed without limitation of force, without knees and elbows that can lead to a knockout,
fighting on the ground for up to 20 seconds, all types of martial arts with striking and
throwing techniques can take part (Mixed Martial Arts, Kick Boxing, Karate, MMA, Hand-
to-hand combat, Combat Sambo, etc.)
B-4 - full contact (the same as in version B-3, but allowed with knees and elbows to the
body) (Mixed martial arts, kick boxing, MMA, UFC, hand-to-hand combat, combat sambo,
etc.)
B-5 - Pair demonstration of self-defense techniques; Each participant must demonstrate
self-defense techniques firstly using the first half of the techniques against unarmed attacks
and then the second half of the techniques against unarmed attacks, in the following order:
for ages 6 - 7, 8 - 9 - four techniques;
for ages 10 - 11, 12 - 13 - six techniques; for ages 14 - 15, 16 - 17 - eight techniques; for
the age of 18 and over - ten techniques; All martial arts with self-defense demonstrations
are welcome to participate. Jiu-Jitsu, Krav Maga, Karate, Hand-to-hand combat, Aiki-Do,
etc.
B-6 - demonstration of formal technical complexes (Kata, Pahumse, Tuli).
Demonstrations of traditional formal technical complexes representing different styles of
martial arts in individual performance without weapons.
The main principle in evaluating such performances is not to analyze intra-style mistakes,
but to identify mistakes inherent in all styles (impaired coordination of movements,
stability, balance, lack of concentration in movements, imbalance of the center of gravity,
lack of concentration of force and control of actions, lack of fighting spirit, breathing, as
well as gaze, facial expressions, rhythm, pronounced style handwriting, etiquette,
simplicity or complexity of the technique).
All martial arts that have formal technical complexes (Kata) are eligible: Karate, Kung Fu,
Taekwondo, etc.
Shooting is carried out with an air rifle at a distance of 10 m at a target and is carried out
with three shots lying down from a rest
We are the only international organization that unites various martial arts into a
separate sport. During international competitions, athletes in various martial arts can
realise their potential by becoming a world champion and raise their ranking. If you
wish, you can obtain licenses for the right to develop the sport in your country and a
simplified procedure for re-certification for a Black Belt in our sport, with the right
to conduct certification in your country. You can improve your status by taking
advantage of new opportunities and global trends.
The convenient location of the World Championship in Poland allows European teams to
join the competition. A wide variety of opportunities allows you to realize yourself in our
sport and become the best, both as an athlete and as a president.

REGULATIONS
of World Championship in Military Sports All-Around Championships
(adults, juniors, senior men, boys, juniors and children)
1. Goals and objectives
The World Military Combined Events Championships (adults, juniors, senior men,
youths, juniors, and children) (from now on referred to as the World Championships)
will boost the development of military combined events worldwide.
The main objectives of the competition are
- opularization of military sports all-around events;
- raising the level of sportsmanship;
- strengthening friendly relations between countries.
2. Dates and venue of the competition
The World Championship occurs from 14 to 16 November 2025 in Wroclaw, Poland.

All-style fighting section: WKS Śląsk Wrocław - Taekwondo Olimpijskie, vul.

Section ‘Shooting’: Liga Obrony Kraju, ul. Świdnicka 28. Wrocław, Poland.

3. Organisation and management of the competition

The organizers are: the International Organisation of Military Sports All-around
Competitions( referred to as the International Union), MSAC Poland, the Ministry
of Sport and Tourism of Poland, the City of Wroclaw (Poland), the League of
Obrony Kraju Biuro Dolnośląsko-Opolskiego Zarządu Regionalnego we Wroclawiu,
the Wroclaw branch of the NGO Association of Ukrainians in Poland.
The World Championship is organised by: The International Union, the International
Union's judging panel.
The person responsible for the participants' compliance with the relevant sanitary and
anti-epidemic measures is the chief judge of the competition, Andrii Suprunov.
4. Competitors
National teams of countries are allowed to participate in the competitions in
accordance with the Regulations of the World Military Sports All-Around
Championships (adults, juniors, senior men, boys, young men and children) of the
International Union (hereinafter referred to as the Regulations).
Technical fee for the competition:
- adults, youths, juniors (10 years and older) - 60 euros for each version, the fifth
and subsequent versions are free of charge. For participation in version B4 (adults)
80 euros;
- children (9 years old and younger) - 50 euros for each version, the fourth and
subsequent versions are free.
In case of online registration and payment of the participation fee before 1 August
2025, the cost of participation in each version is reduced by 10 euros.
The pre-paid fee is not refundable in case of a no-show of an athlete or team.
5. Nature of competition
Individual competitions are held in the discipline ‘Combat Combat’ by the rules of
competitions in military sports all-around competitions of the International Union by
versions:
B-1 - light contact;
B-2 - metered contact;
B-3 - full contact (without knees and elbows);
B-4 - full contact (with knees and elbows to the body);
B-5 - demonstration of self-defense techniques;
B-6 - demonstration of formal technical complexes;
B-7 - wrestling.

Only adult men declared in one of the last three weight categories can compete in
the absolute weight category.
Girls and women cannot compete in full-contact competitions (versions B-3, B-4).
Athletes aged 14 with at least the second sports category can participate in B-3
competitions.
Athletes from the age of 18 who have at least the first sports category are allowed to
participate in competitions according to the B-4 version.
In B-5 and B-6 competitions, athletes compete in their age categories without regard
to weight.

8. Safety and preparation of sports facilities
During the competition, it is the responsibility of coaches and participants to comply
with the requirements of the underlying safety measures. During the competition,
each participant takes the necessary safety measures on his own and takes full
responsibility for his actions. Failure to comply with the safety requirements during
the competition entails liability under suspension from the competition and sports
disqualification inclusive.
9. Conditions for awarding championship titles and winners and laureates
Winners and prizewinners are determined in all age groups, weight categories,
disciplines and versions in accordance with the rules of the International Union's
military sports all-around competitions.
Competitors who take 1st, 2nd, 3rd places are awarded with certificates and medals
of the appropriate degrees of the International Union.
The champions among adults in B-3 (full contact) version in each weight category
will be awarded the MSAC champion belt, provided that there are at least 5
competitors from different countries.
The champions among adults in B-4 (full contact) in each weight category will be
awarded a cash prize of 100 euros, provided that there are at least 5 opponents from
different countries.
10. Conditions for financing the competition and material support of
participants
All expenses related to the organization and conduct of the competition, except for
insurance, are covered by the cooperation of the finances of the participating

organizations and the organizers of the competition. Travel expenses for athletes,
coaches, referees, and team representatives are covered by the sending organizations.

To pass the mandate commission, the following under-documents are submitted:
application certified by a doctor, passport (birth certificate) or other identity under-
document, insurance policies.
The terms of the insurance contract must cover participation in sports competitions.
Only participants who have confirmed their participation on time will be under
permitted to participate in the competition.
This provision constitutes an official invitation to participate in the competition.
