The project aimed to improve disaster risk management in Croatia by developing a national disaster risk reduction (DRR) strategy for nine years as well as comprehensive Risk Assessment Guidelines. Workshops were organised to guide stakeholders through the process of developing these documents. The activities were complemented by awareness raising efforts through brochures for government officials, leaflets for the public as well as web-based communication on disaster risk management.

2019 Feasibility study for the development of a

national disaster damage and loss database (DLD) in Latvia

The main output of this project was a study aiming to standardise the collection, recording and aggregation of disaster loss data across several socio-economic sectors. This also included reviewing good practices and research from other countries. The outputs of the study were planned to serve as an integral part for negotiations with the government and all actors involved in disaster management for the allocation of national funding for implementing a national disaster loss database.

2019 Feasibility study for the development of

an early warning systems based on telecommunication technologies

This project took an all-hazard approach and focused on technical capabilities of telecommunication service providers to ensure solutions for alerting and informing citizens. Among other things, the project developed draft technical specifications for the most suitable early warning systems (EWS) for Latvia, its cost-benefit and sustainability analyses.

Preparation of proposal (investment project) addressing disaster risk

management due to possible threats from the Belarussian nuclear power plant

The project prepared an investment proposal to manage and prepare for risks stemming from a nuclear power plant located in Belarus and very close to the Lithuanian/EU borders. The project built on a national capability gap assessment and on consultations held with national and international stakeholders and experts. Key activities included a capability gap analysis, the development of the actual investment proposal, workshops with national and international experts, and a final online conference (due to COVID19 restrictions) to present the project’s results.

Proposed new directions to advance civil protection system in the Czech Republic

This project focused on needs assessments for preventive measures and on fostering a culture of prevention and improving cooperation within the civil protection system in the Czech Republic. The project developed an extensive information base to inform a new set-up of civil protection in the Czech Republic and to help build a national disaster risk management system that addresses climate risks.

The main output of this project was a Disaster Risk Management Capability Assessment (DRMCA) to give a better insight into its technical, financial and administrative capacities in the field of disaster risk reduction. The project delivered a multifaceted analysis (administrative, technical and financial) with strategic recommendations in relation to nine groups of risks identified in the Disaster Risk Assessment of Montenegro. The DRMCA provided a roadmap for the country to build a robust disaster risk management framework, and to serve as a foundation for further advancements in disaster preparedness and planning.

The project will contribute to improving the efficiency of SFRS, maintaining and restoring the life-saving capacity of the SFRS, in the long term, ensuring the continuity of the functions and tasks specified in the regulatory framework and the quality of the services to be provided.

It starts from the premises that crisis management in Belgium needs to take into account the reality of its neighbours. This IMPACT project will provide an ICT tool to which all international partners will have access, and where they will be able to actively register the information, which they have in relation to the cross-border incident or relevant to this incident. An additional adaptation is required to the ICT tool for the management of cross-border incident.

The project aims to develop educational materials, including video tutorials, booklets and brochures for better understanding of disaster risks in Bulgaria. In addition, it is envisaged that the developed materials will be distributed to the defined target groups organizing public risk awareness events and social media campaigns.

2023 Innovative Solutions for Public Readiness and Emergency Disaster Management in

Lithuania - I-SPREAD

This project will increase public preparedness and improve the effectiveness of disaster risk prevention tools in Lithuania. It will develop an emergency management mobile application (LT72). The project will enhance disaster response coordination and improve communication between emergency responders and the public. Public outreach activities will include awareness- raising seminars and targeted media campaigns across popular social media platforms, TV channels, public transport, and regional press. Through these activities, the project aims to strengthen community resilience, enhance disaster preparedness awareness, and ensure a higher level of understanding of the LT72 mobile app.

This project aims to increase the resilience and preparedness of the industrial facilities of the Marmara Region, which is a high disasterprone area and has a high national economic value, against possible disasters (such as the expected Marmara Earthquake). This will be achieved by the implementation of Business Continuity Management System and Business Continuity Plans in selected organisations, and wider capacity building activities.

2023 Operational Forces of Civil Protection for

the Protection of Cultural Heritage - CPforHeritage

The goal of the project is to improve the competencies of the operational civil protection forces in dealing with cultural heritage during emergencies. It also aims to enhance cross-sectoral cooperation with the Ministry of Culture and Media (MoCM) on this topic. It is planned to hold modules (lectures/workshops/exercises) for 30 participants of the operational forces of civil protection and 10 participants from MoCM. The module will contain a theoretical and practical part that will be presented by both Sectors (civil protection and culture) in order for all participants to become familiar with the opportunities and challenges that await them in the field during an emergency situation. The proposal aims to strengthen the institutional, technical and financial capacities of civil protection teams as regards the protection of movable cultural heritage in emergency situations, as well as to develop procedures and agreements for such situations.

In Estonia, location-based SMS threat-alert system has been in use since the beginning of 2023. The prroject aims to develop a solution that will allow alerts sent through the EE-ALARM system to be sent in the preferred communication language of the receiver. This is not possible today, although teleoperators have the information on the preferred language of communication of their customers.

2023 Safe and Equal in EMErgencies 2 - SEE ME

SEE ME 2 aims to improve the understanding of disaster risk among the persons with disabilities and to strengthen the capabilities of the civil protection operational forces in dealing with such persons in emergencies. The project will: collect and exchange best practices and expertise at the EU level, develop a training program for first responders; implement training for the first responders including 112 operators through “train the trainers” model; upgrade GIS system assisting rescuers in locating and rescuing such persons. The general objective of the project is to further develop existing recommendations regarding rescue and protection of persons with disabilities.

The project aims to develop a Strategy for Disaster Risk Reduction for Montenegro, together with an Action Plan for the period 2025-2030. DRRS MNE will aim to include activities aimed at reducing and preventing the occurrence of new risks as well as to strengthening the capacity of society and state/local institutions in response to various types of natural and human-induced disasters. This DRR Strategy with Action Plan will be a key strategic document for implementing and monitoring the country risk reduction priorities by setting strategic and operational objectives, establishing key roles and responsibilities of government and non-governmental actors and identifying technical and financial resources. It would further define gender-responsive goals, targets and key actions in the area of risk reduction, risk awareness, resilience and risk culture.

The project aims to improve the overall preparedness capabilities of the Albania’s counties and municipalities. In particular, it will help them to improve planning of municipal budgets for disaster risk management; and to improve disaster risk knowledge and its integration in decision-making. In this context the purpose of this project proposal is to support civil protection structures in county and municipal level to improve and strengthen their capacities in terms of anticipating hazards, risk assessment, prevention, and planning. Disaster is a local event; therefore, the overall aim is to consolidate the frontline actors for a better preparedness process.

Using fire spread simulation to better anticipate and prepare for dangerous and destructive wildfires at national and local

level - B-PREPARED

Portuguese National Authority for Emergency

The project aims to implement a state-of-the-art fire-spread simulation system capable of predicting potential fire behaviour. It is critical that civil protection agents are better prepared to anticipate the occurrence of dangerous and destructive wildfires, strengthening the efficiency and effectiveness of their actions. Fire-spread simulation tools have proven to be highly useful in predicting fire behavior to support robust risk assessments, and identify in advance critical areas and rural settlements at higher risk. This valuable information can allow civil protection agents to anticipate and be better prepared for dangerous wildfires. B-PREPARED aims to develop and implement an interactive fire simulation system to identify in advance: i) rural settlements at higher risk; and ii) critical areas that, in the event of an ignition, may lead to wildfires beyond suppression capacity. It will be developed at national and sub-regional levels, and it will also contribute to supporting risk assessments and strengthening early warning systems.

Technical assistance for disaster risk management

A funding opportunity

The Union Civil Protection Mechanism co-finances projects that support Member States and participating states’ efforts in the field of disaster preparedness and prevention. The next call for proposals will be launched on 1 February 2024.

This funding instrument provides financial support (with a rate of EU co-financing of 95%) to the national disaster risk management authorities of Member States and other participating states in the Union Civil Protection Mechanism for the development of strategic activities (including feasibility studies, proposals, policies and plans), which can leverage investments for greater disaster risk management impact.

The general objectives include:

• Supporting relevant authorities in enhancing their institutional, technical and

financial capacity for preparing, implementing and monitoring disaster prevention

and preparedness activities;

• Generating evidence and knowledge for improved policy and practice in disaster risk

management, and climate resilience;

• Contributing to the implementation of the Disaster Resilience Goals;

• Supporting the preparation and the implementation of prevention and preparedness

investments, strategies and reforms.

• Supporting the greening of civil protection and disaster risk management activities,

and the integration of climate adaptation and resilience, and

• Supporting the new and future Participating States in fulfilling their responsibilities

under the Mechanism.

Eligible activities

Eligible activities include the following:

• Developing a strategic framework for disaster risk management, including developing

disaster risk management plans or strategies, develop risk assessment capabilities, or

carrying out studies on disaster and climate resilience building.

• Investments for disaster risk management, including feasibility studies, cost-benefit

analyses, impact assessment linked to a change of the disaster risk management

policy or legislation, developing or enhancing a national multi-hazard disaster loss

database.

• Investments to improve crisis management capabilities, including developing or

enhancing plans, procedures and arrangements aimed at ensuring effective cross-

sectoral crisis preparedness and response, and at enhancing information sharing

through early warning systems.
