Päästeamet esitab ettepaneku täpsustada andmeid, mis ei selgunud Soome Olkiluoto 1 ja
Olkiluoto 2 tootmisplokkide kasutusea pikendamise ning soojusvõimsuse suurendamise
projekti piiriülene keskkonnamõju hindamise dokumentidest.
Millise aja jooksul suurõnnetuse halvima stsenaariumi korral tekkinud kiirgus levib Eesti ja
teiste lähisriikide territooriumile?
Kokkuvõttest ja KSH aruandest ei tuvastatud, kas ja millisel määral on arvestatud ning milline
on mõju lähiriikide keskkonnale doomino efektiga õnnetuse korral, arvestades asjaolu, et kolm
reaktorit (Olkiluoto 1, Olkiluoto 2 ja Olkiluoto 3) paiknevad lähestikku?
Andmetest lähtuvalt saab Eesti läbi mõelda, kas õnnetuse korral on vaja rakendada Eesti
kiirgushädaolukorra lahendamise plaani, Päästeameti tasandil kiirgusõnnetuse mõjudest
tingitud päästetööd või anda abitaotluse näol ressursse Soomele

Regarding the consultation regarding the possibility
of extending the service life of the Olkiluoto 1 and
Olkiluoto 2 plant units and uprating their thermal
power at the Olkiluoto nuclear power plant in

Dear Wilma Poutanen,
On 10 December 2024, Finland invited Estonia to the consultation in accordance with Articles 4
and 5 of the Convention on Environmental Impact Assessment in a Transboundary Context (Espoo
Convention) regarding the possibility of extending the service life of the Olkiluoto 1 and Olkiluoto
2 plant units and uprating their thermal power at the Olkiluoto nuclear power plant. The
environmental impact assessment (EIA) report in English together with the summaries in English
and in Estonian have been provided. Estonia acknowledges the receipt of the notification.
The Ministry of Climate organized a public display of the forementioned documentation. The
documentation was disseminated to numerous authorities and non-governmental organizations.
Notice of the public consultation procedure was given in the official publication Ametlikud
Teadaanded. The public display took place from 19 December 2024 to 31 January 2025.
Statements were received from the Ministry of the Interior, Environmental Board, Health Board
and Rescue Board. The Ministry of the Interior, Environmental Board and Health Board did not
have comments or proposals regarding the EIA report. The statement of the Rescue Board is
enclosed, a summary of the statement written by the Ministry of Climate is included below.
Hereby the Ministry of Climate informs that, based on the statement of the Rescue Board, Estonia
considers it necessary to continue consultations regarding the possibility of extending the service
life of the Olkiluoto 1 and Olkiluoto 2 plant units and uprating their thermal power at the Olkiluoto
nuclear power plant in Finland. We would be grateful to receive feedback on the following
questions.
The Rescue Board submitted a proposal to specify the data that was not clear from the EIA report.
Within what period of time would the radiation generated in the worst-case scenario of a severe
accident spread to the territory of Estonia and other nearby countries? In addition, the EIA report
did not identify whether and to what extent the impact on the environment of neighbouring
countries in the event of a domino-effect accident has been taken into account, considering that
three reactors (Olkiluoto 1, Olkiluoto 2 and Olkiluoto 3) are located close together. Based on the
data, Estonia can consider whether in the event of an accident it is necessary to implement the
national radiation emergency response plan, carry out rescue operations at the Rescue Board level
due to the impacts of a radiation accident, or provide resources to Finland in the form of a request
for assistance.
