If a medical doctor who has acquired his or her qualifications in a foreign state (outside the EU and EEA) issues an application to registered as a medical doctor in Estonia: the Health Board shall compare the qualifications of a person applying for registration with the qualifications required in Estonia, shall verify the correctness of information submitted in the documents certifying the qualifications; if the qualifications meet the needed requirements then the applicant will have to take a compliance examination (about 4 months of practice and a theory exam). Health Board shall make a registration decision after the person applying for registration has passed the compliance examination.
If the applicant’s qualifications do not meet the requirements then they can not be registered in Estonia.
If one wishes to get registered as a medical doctor then we will only take into account the education and practice of a medical doctor.

Dear ENMCA participants
The Norwegian Directorate of Health would like to ask about the recognition of overseas medical specialists.
"When applicants with qualifications from countries outside the EU/EEA apply for a license to practice as a medical doctor, does your country have specific mechanisms for those who are medical specialists in their home country? Or are their applications processed in the same way as non-specialists? Note that the question regards the license to practice as a medical doctor, not their specialist certification/accreditation."
